The Increase In ASN Salaries Is Not Certain Even Though Prabowo Has Signed A Presidential Decree

JAKARTA - President Prabowo Subianto issued Presidential Regulation Number 79 of 2025 concerning the Update of the 2025 Government Work Plan (RKP).

In the Presidential Decree, there is one point that reaps the plan to increase the salaries of state civil servants (ASN) including teachers, lecturers, extension staff, members of the TNI/Polri, to state officials.

However, the Head of the Presidential Staff Office (KSP) M. Qodari revealed that until now the government has not been able to confirm when the ASN salary increase will be realized.

"Until now, the policy of raising salaries has not been confirmed. The policy plan is in the Attachment of Perpes 79/2025 as an evaporation of the work plan on June 30, 2025," said Qodari at the State Palace, Central Jakarta, Monday, September 22.

Qodari admitted that the Ministry of Administrative Reform and Bureaucratic Reform (PAN-RB) had not coordinated with the Ministry of Finance.

Qodari gave an example, prior experience, the government also had time to include policy plans in the RKP or its update. However, it cannot be implemented in the year concerned.

"For example, excise on sweetened drinks in packaging, carbon taxes, and others," he said.

Currently, according to Qodari, the Ministry of Administrative Reform and Bureaucratic Reform (PAN-RB) has not coordinated with the Ministry of Finance regarding the plan to increase the salary.

On the other hand, the government has actually raised the salaries of ASN a year ago. This provision is contained in Government Regulation Number 5 of 2024 and Presidential Decree Number 10 of 2024.

"So basically, better financial calculations and financial conditions are needed or that can meet the conditions and yes, the need for this salary increase," explained Qodari.
