Oil Funds For The People Allegedly Misappropriated, Former President Director Of PT SPRH Detained By Riau Prosecutor's Office

PeKANBARU - Riau High Prosecutor's Office (Kejati) detained the former President Director of PT Sarana Pembangunan Rokan Hilir (SPRH), Rahman, as a suspect in the alleged corruption case in the management of the party interest' (PI) fund of 10 percent of PT Pertamina Hulu Rokan (PHR) for Rokan Hilir Regency for the period 2023 2024.

Assistant for Special Crimes (Aspidsus) of the Riau Attorney General's Office, Marlambson Carel Williams, said the detention was carried out based on a Detention Order dated September 15, 2025.

Rahman was detained for the next 20 days at the Sialang Bungkuk State Detention Center (Rutan), Pekanbaru.

"This detention was carried out for the sake of smooth investigation and so that the suspect would not influence other witnesses. It is possible that there are other suspects in this case," said Carel in Pekanbaru, Antara, Tuesday, September 16.

Rahman was named a suspect after the Riau Attorney General's Office investigators together with the Dumai District Attorney arrested him at the Bandar Sri Junjungan Passenger Terminal, Dumai City, Monday (15/9).

Rahman was then taken to the Riau Prosecutor's Office in Pekanbaru and arrived at around 17.00 WIB to undergo an intensive examination.

According to Carel, this PI fund is the right of the community which should be managed transparently and accountably. However, strong indications were found that the funds were misappropriated.

Rahman is suspected of abusing his authority in the management of 10 percent PI funds which should be intended for the prosperity of the Rokan Hilir community. The Riau Prosecutor's Office also found allegations of manipulation of reports on the use of funds and discrepancies in budget distribution that could potentially harm regional finances.

PT SPRH is a Regional Owned Enterprise (BUMD) appointed to manage 10 percent PI funds from PHR since early 2023. The Riau Prosecutor's Office is still investigating the flow of funds and the possible involvement of other parties, including regional officials and other board of directors at the company.

“Kami akan transparan dalam penanganan perkara ini. Siapa pun yang terlibat akan kami proses sesuai hukum yang berlaku,” tegas Carel.

"We will be transparent in handling this case. We will process anyone involved according to the applicable law," said Carel.
