JAKARTA - Perumda Pembangunan Sarana Jaya revealed a number of programs to support the provision of decent and affordable housing for residents of the capital city.
As the BUMD mainstay of the DKI Jakarta Provincial Government, Sarana Jaya places the housing sector as the main mandate as well as a development priority.
President Director of Sarana Jaya, Andira Reoputra, emphasized that the company is now focusing on four strategic business lines: housing, commercial property, rental properties (offices, shopping centers, and hotels), as well as infrastructure.
"Jakarta has met the requirements as a global city, the infrastructure is complete. Our job is to ensure the provision of integrated housing and commercial areas so that residents have better quality of life," Andira said in a discussion at the City Hall of DKI Jakarta, Thursday, September 11.
In the affordable housing sector, Sarana Jaya has implemented a number of strategic projects. The Affordable Residential Program (HTM) in Pondok Kelapa, previously known as DP 0 percent, has reached 98 percent completion with 740 two-room commercial units for IDR 500 600 million per unit.
In addition, in the Cilangkap area, there are 1 ready stock tower of around 700 units plus new construction of 480 units, so that a total of more than 1,100 housing units can be accessed by low-income people (MBR).
The DKI Provincial Government is targeting the provision of 19,800 affordable housing units, with the largest contribution coming from Sarana Jaya. The company's asset portfolio is now spread across Kuningan, Sudirman, to Pondok Kelapa with a value of IDR 7 trillion.
This residential project also encourages the effects of economic derivatives. More than 180 industries also move, ranging from cement, sand, iron, furniture, to electronics. Local MSMEs also grow around the area," said Andira.
In the future, Sarana Jaya will gradually prepare the development of the Tanah Abang area. This project is designed with the concept of residential integration, commercial markets, logistics, and public facilities.
"We believe, with the collaboration of all parties, Jakarta can grow as a global city with modern, inclusive and affordable housing standards," he said.

Meanwhile, the Head of the Settlement Division of the DKI Jakarta Public Housing and Settlement Areas (DPRKP), Retno Sulistyaningrum, emphasized that the construction of vertical housing is a realistic choice in the midst of land constraints.
If ready to live in Jakarta, it means that you must also be ready to live in flats. The area of Jakarta is only about 664 square kilometers, with a residential allocation of 40 percent. Meanwhile, the need reaches 288 thousand units for 10.6 million people," said Retno.
According to him, the surge in land prices and high demand have prompted people to shift to the edge of the city. Without accelerating the construction of the flats, slum areas will continue to grow.
Data in 2017 recorded 445 slum RWs in Jakarta. Currently, the Provincial Government together with BPS are conducting an evaluation which is targeted for completion in December 2025.
Retno explained that the policy direction has been listed in the 2025 '2029 RPJMD, namely the provision of affordable public housing that is connected to economic and transportation centers.
"The housing must be appropriate, connect with TOD, and support the concept of mix use initiated by Governor Pramono. The provincial government currently manages around 32 thousand flats. If it is not managed seriously, in the future it can cause problems," he said.
The provincial government also targets the Flat Management Unit (UPRS) to increase its status to BLUD in 2027. A number of flats have been developed with a socio-economic approach, such as the Labor Intensive Flats (381 units), Rorotan IX (484 units), and Marunda (288 units).
"All SKPDs must support socio-economic activities in Rusunawa, so that they can improve the living standards of residents," concluded Retno.
