JAKARTA - Every member of the DKI Jakarta Regional House of Representatives (DPRD) has a constitutional obligation to carry out recess activities, namely the period during which the council members go directly to their respective electoral districts (dapil) to absorb the aspirations of the community.

Member of the DKI Jakarta DPRD from the PDI-P (PDIP) faction, Hardiyanto Kenneth, emphasized that the recess or absorption of people's aspirations is the main means for Council Members in bridging and aligning community needs with government policies.

According to him, the recess or absorption of people's aspirations is not just a formality activity, but an important part of the representation function of the people's representatives, to ensure that the policies and programs of the Provincial Government (Pemprov), really answer the needs of Jakarta residents from the most basic level.

"Reses or Serap Aspiration Community activities are the time when we as members of the Council hear directly the voices of the aspirations of the people in our respective constituencies. This is important. Therefore, the Head of the Disaster Management Agency (BAGUNA) of the DKI Jakarta PDI-P DPD asked all Regional Apparatus Work Units (SKPD) to provide full support for all the results of the recess or absorption of the aspirations of the people of each member of the DKI Jakarta DPRD, because the results of the recess are part of an indicator of the aspirations of the community that must be considered and involved in the regional development planning and budgeting process.

According to Kent, the recess or absorption of the aspirations of each member of the Council is regulated in several laws and regulations, including Law Number 23 of 2014 concerning Regional Government, Article 108 (letter i, j, and k), every member of the Provincial DPRD is obliged to absorb and collect constituent aspirations through periodic work visits; accommodate and follow up on the aspirations and complaints of the public; and provide moral and political accountability to constituents in their constituents. elections.

And also Permendagri Number 86 of 2017 which explains that the results of the recess are one of the data sources of people's aspirations that must be considered and synchronized in the Regional Government Work Plan (RKPD) through Musrenbang.

"So the SKPD is legally and functionally obliged to review, accommodate, follow up and realize the results of the recess or absorption of the aspirations of the people that have been formalized by each member of the Council. And the SKPD must support as a form of collaboration between the legislature, and executives in building areas based on people's aspirations.
