KPK Collaborates With BPK To Calculate State Losses In Corruption Cases In Quota And Hajj Implementation

JAKARTA - The Corruption Eradication Commission (KPK) will coordinate with the Indonesian Supreme Audit Agency (BPK) to calculate state losses due to alleged corruption in quotas and the implementation of Hajj by the Ministry of Religion (Kemenag).

Acting (Plt) Deputy for Enforcement and Execution of the KPK, Asep Guntur Rahayu, said this coordination was important because the alleged corruption used Article 2 and Article 3. Thus, the calculation of state losses must be carried out immediately to enter the next stage.

"Regarding the calculation, we are coordinating and communicating with the Indonesian Supreme Audit Agency (BPK)," Asep said at a press conference at the KPK's Red and White Building, Kuningan Persada, South Jakarta, Saturday, August 9, 2025.

The calculation of this state loss, continued Asep, will focus on the distribution of additional unsuitable hajj quotas.

"The state's losses are still being calculated. The calculation is from this amount, which should be the regular quota then become a special quota," he said.

The additional amount of quota obtained by Indonesia from Saudi Arabia in 2024 will reach 20,000 pilgrims. However, it turned out that the distribution was then problematic because it was not in accordance with the legislation because it was divided into two for special and regular Hajj.

In fact, Asep said, the addition should be for regular Hajj, while the special hajj quota is only 8 percent.

"Hajj is especially still available, but the number is only 1,600 quotas. It does not become 10 thousand quotas like that," said Asep, who is also the Director of KPK Investigations.

Previously reported, the KPK issued a general investigation warrant (sprindik) for alleged corruption in quotas and the implementation of Hajj. No suspects have yet been named.

The general Sprindik uses Article 2 Paragraph 1 and/or Article 3 of Law Number 31 of 1999 concerning the Eradication of Criminal Acts of Corruption as amended by Law Number 20 of 2021 in conjunction with Article 55 paragraph 1 of the Criminal Code. This means that there are state losses that occur due to this rasuah practice.

This case has also been reported by a number of community groups. Then in the investigation process, a number of parties have been questioned, including former Minister of Religion Yaqut Cholil Qoumas.

He admitted that he had explained the issue of distributing the hajj quota to anti-corruption commission investigators at that time.
