Exceeding The President's Target, The Ministry Of Law And Human Rights Approves 80,068 Red And White Cooperatives Through The Online AHU System

The Directorate General of General Legal Administration (Ditjen AHU) of the Ministry of Law (Kemenkum) has ratified 80,068 Red and White Village Cooperatives (KDMP) and the Red and White Village Cooperative (KKMP) which is planned to be launched by President Prabowo on July 21.

Director General of General Legal Administration (Dirjen AHU) Widodo said as many as 80,068 KDMP and KKMP had exceeded the target of 80,000 units in accordance with Presidential Instruction (Inpres) Number 9 of 2025 concerning the Acceleration of the Establishment of Village Cooperatives / Red and White Villages.

"This achievement, which has been calculated since the special registration service was opened on May 1, 2025, is clear evidence of the effectiveness of the digital transformation of public services at the Ministry of Law and Human Rights in accelerating the government's priority programs that focus on equitable economic distribution from the village level," said Widodo, Friday, July 18.

He explained that out of a total of 80,068 KDMP/KKMP that had been ratified, consisting of the establishment of a new KDMP of 71,397 units, the establishment of a new KKMP of 8,486 units, old cooperatives that transformed (revitalized) into KDMP a total of 141 units and old cooperatives that transformed (revitalized) into KKMP a total of 44 units.

The success beyond this target is victory for the nation's spirit of mutual cooperation. This is not just about the ratification of legal entities, but about building 80,068 new economic foundations that will become the center of independence movement in villages and sub-districts," he said.

Widodo revealed that the success of the ratification of KDMP/KKMP which has exceeded this target is supported by the Regulation of the Minister of Law (Permenkum) Number 13 of 2025 concerning Ratification of Cooperatives in accordance with Presidential Instruction Number 9 of 2025. This new Permenkum regulation officially replaces Permenkum Number 14 of 2019, because the old regulation is considered unable to accommodate the need for accelerating this strategic program.

In the new mekankum, continued Widodo, there are several conveniences in the establishment of KDMP/KKMP. First, the recognition of the new type of cooperative, namely legally KDMP/KKMP, is recognized as one type of cooperative that can be registered through the system.

Second, simplification of naming. Where the name requirements must consist of three words after the cooperative type phrase is excluded for the Red and White Cooperative. For example, names such as the Karangroto Red and White Village Cooperative can be used immediately.

"Finally, the digital process is integrated with the entire process, starting from the submission of names to the issuance of a decree (SK), the ratification is carried out electronically through the Legal Entity Administration System (SABH) on the ahu.go.id page," he said.

Widodo conveyed that the success of exceeding this target was also due to the maturity of the AHU Online system which was reliable and easily accessible. In addition, the inclusive policy contained in the Circular Letter of the Director General of AHU Number AHU-AH.02-40 of 2025 provides an opportunity for all notaries in Indonesia to actively participate in the process of establishing the Red and White Cooperative.

Collaboration between the government through digital platforms and professionals such as notaries across the country has proven to be able to eliminate bureaucratic barriers and accelerate program realization.

Through this cooperative, we hope that the food supply chain will be more efficient, public access to basic health services such as clinics and pharmacies will be easier, and digital inclusion can be accelerated. This is a real manifestation of the life of the cooperative that Bung Hatta said, namely fostering togetherness to raise mutual degrees. The Directorate General of AHU is proud to be the main facilitator in terms of legality for a movement of this magnitude," he said.
