JAKARTA - Member of Commission II of the DPR Ahmad Irawan criticized the proposed retirement age limit for the state civil apparatus (ASN) to 70 years. He said that the extension of ASN's retirement could disrupt the rejuvenation and regeneration of state apparatus human resources (HR).

Irawan also encouraged that ASN affairs be focused on improving performance-based governance. Although it aims to improve the professionalism of ASN, he assessed that the proposed increase in ASN retirement age must be studied in depth by considering its impact on the effectiveness of public services at the regional level.

Irawan also assessed that the revision of the ASN Law (RUU) is better maximized in order to prepare the ASN pension concept and system than the matter of extending the retirement age limit.

"Currently, the design of ASN pensions is not sufficient to provide old age protection for ASN. In addition, the value of pension benefits received by ASN is relatively very low compared to active income while working," said Irawan, Monday, June 2.

Irawan said that the proposed retirement age limit for ASN up to 70 years actually hampered regeneration in the staffing system. According to him, the extension of the ASN pension age will disrupt the meritocracy system created to develop superior human resources (HR).

"The longer he is there, his work productivity will also have an effect. People can already be Director General like this at the age of 42 years. So if he is there, he can continue to be 28 years old again until the age of 70 years of retirement, finally below, there is no regeneration," he said.

Irawan also assessed that reforms to the ASN pension system are more urgent and relevant than changing the retirement age limit of ASN. "If the BPS survey is, the life expectancy of the Indonesian population is 72 years old, if they retire 70 years old, when will they and their grandchildren take a break from enjoying old age," said Irawan.

As is known, the proposed ASN pension age limit of up to 70 years to be included in the ASN Bill was submitted by the National Civil Servant Corps (Korpri). The General Chairperson of Korpri, Zudan Arif Fakrulloh, suggested that the addition of the pension age limit be different according to the rank of each ASN.

Korpri suggested that the Main Leadership Officer or JPT reach the age of 65 years, JPT Madya or echelon I reach the 63-year BUP (tiring age limit), JPT Pratama or echelon II level the retirement age limit is 62 years, and echelon III and IV 60 years. As for the Main Functional Position, the retirement age limit reaches 70 years.

Irawan said that Korpri could not compare the increase in ASN retirement age with the increase in the TNI-Polri retirement age. He also explained the need for academic studies that take into account various variables, such as the difference in the age of ASN recruitment and employment types, including PPPK and civil servants.

Irawan questioned whether the proposed 70-year-old age applies to all positions, or only certain positions. "For example, he asked for 70 years. But the age of our recruitment varies. Some are entering age 21, there are also after 35. The duration of work is different. That's what must be studied. Not to mention, our ASN has two, PPPK and PNS. What do you mean, including PPPK too?" he said.

"But we are open to discussing and discussing it. The policy is reviewed first. Not only regarding the retirement age rate. There are many things to consider, including regarding the budget if an extension is carried out," continued Irawan.

However, the member of the Commission in the DPR in charge of government affairs and bureaucratic reform emphasized that until now there has been no official proposal from the government regarding the ASN retirement age limit. Even though the ASN Bill has been included in the Prolegnas, said Irawan, the proposal is still limited to the Korpri, not from the government.

"If we are included in the Main National Legislation Program of the ASN Bill, then the substance of the proposed amendment to the government could be related to age problems. But that has not yet become the government's proposal, only the proposal of the Korpri. The Korpri is different from the government," he explained.

On the other hand, Irawan emphasized that the ASN pension system reform is more urgent than just increasing the retirement age limit itself. According to him, the most important thing is not just how long ASN works, but how their quality and productivity in carrying out their duties, especially in serving people in the regions.

"I prefer to encourage pension system reform. Because now people think more is obtained when working than when they retire. Even though if the pension system is good, people won't want to work anymore, they just want to retire," said Irawan.

"Well, a strong bureaucracy is not only a matter of age quantity, but the quality of performance and innovation in serving the public," he added.

Irawan is also worried that if the retirement age limit continues to be extended without a clear mechanism for guidance and accountability, it could actually cause stagnation in the regional bureaucracy which has an impact on community services. In fact, he mentioned the potential moral hazard if a person takes too long in one position.

"The longer people occupy the position, the greater the potential for moral hazard. And the longer he is there, his work productivity also drops. Regeneration also doesn't work," said Irawan.

Therefore, Irawan encourages the reform of ASN governance based on performance and meritocracy to be a priority, including improving civil service data and ASN management as a whole. He also highlighted the importance of regeneration and opportunities for the younger generation to contribute to regional bureaucracy.

"There are still many blind spots in our ASN governance. That was first fixed. And that's part of the system reform. If the data is not neat, how can we set an accurate age policy?" he said.

"Rejuvenation of state apparatus human resources is the key to an effective, efficient, and responsive government," added Irawan.

Irawan emphasized that the policy of increasing retirement age should not be a shortcut without being accompanied by real structural reforms.

"Reforming the bureaucracy and improving the quality of public services are constitutional mandates that must be upheld in the interests of the people and the progress of regional development," he said.
