Pramono Threatens To Revoke Company Permits In Jakarta That Detain Ijazah

JAKARTA - DKI Jakarta Governor Pramono Anung asked all companies and business actors in Jakarta not to detain their employees with diplomas.

Pramono instructed those who still detained employee diplomas to be returned.

"Anyway, if something happens in Jakarta like that, I ask it to be resolved immediately," said Pramono in the Blok M area, South Jakarta, Friday, May 23.

Pramono emphasized that no place of business can hold the employee's diploma in Jakarta. If this is still the case, Pramono will not hesitate to revoke the business license in question.

"Anyone who detained the diploma of anyone who worked there must be returned immediately. Otherwise, I will revoke the permit," said Pramono.

In this regard, the Minister of Manpower Yassierli issued Circular Letter (SE) Number M / 5 / HK.04.00 / V / 2025 which prohibits companies from detaining employees' diplomas and personal documents.

Deputy Minister of Manpower Immanuel Ebenezer Gerungan said the detention of this employee's diploma was one of the focuses of the Ministry of Manpower because there were still many field findings where business actors detained employee diplomas which were then asked for a ransom of some money.

In addition to the detention of diplomas, he continued, there were findings in the field related to the phenomenon of diploma sugary with a varied price of between Rp. 2 million, Rp. 10 million to Rp. 35 million. According to Noel, this is the behavior of extortion by employers to employees.

"We consider it a form of extortion. Holding back diplomas is also a form of crime. There is a Criminal Code article," he said.

Noel also gave a strong warning to entrepreneurs who detained diplomas and demanded a ransom of some money. Neol admitted that he did not hesitate to criminalize business actors under the article of extortion.
