JAKARTA The DKI Jakarta State Civil Apparatus (ASN) is known to still have not complied with the rules for the use of public transportation every Wednesday as stipulated in the DKI Jakarta Governor's Instruction (Ingub) Number 6 of 2025. One ASN was even caught arriving at the office using a private motorbike.
Based on observations at the South Jakarta Mayor's Office on Wednesday 7 May, an ASN man was seen riding a blue motorbike and arrived at around 07.27 WIB.
Arriving at the gate, he was immediately stopped by the supervisory task force (Satgas) personnel. After a brief dialogue, the man admitted that he forgot that Wednesday is a mandatory day for ASN to use public transportation. He also chose to leave the location.
Responding to the incident, the Head of the South Jakarta Food, Maritime and Agricultural Security (KPKP) Sub-dept., Hasudungan A. Sidabalok, emphasized the importance of personal awareness of each ASN in carrying out this rule.
"We leave it entirely to the person concerned. Personal responsibility, moral responsibility to implement this rule because it is impossible for us to monitor the regulation for 24 hours," said Hasudungan.
He reminded that the DKI Jakarta Provincial Government has provided integrated and adequate public transportation facilities. Therefore, according to him, there is no reason not to use it.
"In principle, fraud must exist. But we leave it entirely to them. This is a matter of integrity and commitment," he said.
As part of the supervision, the South Jakarta City Government instructs ASN to carry out selfies using public transportation every Wednesday. The selfie must be uploaded to a special *bit.ly* link that is directly connected to the DKI Provincial Government's monitoring system.
Ingub Number 6 of 2025, which was signed by DKI Jakarta Governor Pramono Anung on April 23, requires all ASNs to use mass public transportation when leaving for work, carry out official duties, or return from work every Wednesday. This rule is excluded for ASN who are sick, pregnant, or on duty in the field with high mobility.

This policy is a concrete step by the DKI Provincial Government in supporting the reduction of air pollution, sustainable development, and encouraging green and environmentally friendly mobility in the bureaucracy.
"This is a very good policy. Public transportation is integrated, comfortable, and relatively fast. So it's just a matter of how we as ASN show the example to the community," concluded Hasudungan.
