Minister Of PANRB Asks Simulation Agencies To Accelerate Appointment Of CASN 2024

JAKARTA - Minister of State Apparatus Empowerment and Bureaucratic Reform (PANRB) Rini Widyantini asked central and regional agencies to immediately simulate the acceleration of the appointment of candidates for the 2024 state civil apparatus (CASN).

The appointment of prospective civil servants (CPNS) will be completed no later than June 2025, while government employees with a work agreement (PPPK) will be completed no later than October 2025.

"To follow up on this appointment plan, ministries, institutions, and local governments to immediately carry out analysis and simulations while still considering the readiness of each in meeting the requirements, so that the appointment can be carried out according to the latest schedule that has been set," said Rini as quoted by ANTARA, Friday, March 21.

He emphasized that the completion of this appointment must be in accordance with the latest schedule and in accordance with the readiness of each agency.

In addition, Rini conveyed a message from President Prabowo Subianto so that all government agencies continue to maintain the meritocracy value in ASN management.

The Ministry of PANRB and the State Civil Service Agency (BKN) will facilitate the appointment as long as their respective agencies have shown readiness to meet the requirements.

"This is already a very optimal policy according to the aspirations we have received so that currently the active role of ministries, institutions and local governments is very much needed," he said.

He hopes that all heads of units in charge of human resources/employees will immediately follow up on the president's directive as outlined in the letter of the Head of BKN number 2933/B-MP.01.01/K/SD/2025 concerning the Determination of the ASN Identification Number for the Needs of the 2024 Fiscal Year.

"Make sure all CASN who have passed the selection can be lifted according to the specified time limit, the sooner the better," said Rini.

Meanwhile, the Secretary of the PANRB Ministry, Reni Suzana, said that this appointment was a concern for the PANRB Ministry. He explained that the PANRB Ministry has identified potential readiness, including the budget.

However, a forum is still needed to equalize perceptions. Starting from the Date (TMT) is no longer simultaneous, but with terminology is "the slowest".

"For those who are ready, for agencies that meet the requirements, they can already make appointments," said Reni.

From the other hand, the government is currently structuring CASN and its placement. The arrangement follows an institutional separation. Mapping positions based on types, positions, and competencies.

Deputy for Human Resources of the Ministry of PANRB Aba Subagja explained that the placement of CASN was based on a separate work unit according to the type of position.

"The placement of CASN in other work units is in accordance with the needs and has the same function," explained Aba.

The placement of CASN in other work units due to excessive human resources can be adjusted based on organizational needs. He said the agency also made adjustments to the administration of the appointment and placement.

"The Letter of Statement Implementing Tasks (SPMT) is no later than the schedule for CASN appointment," he added.

Meanwhile, technically, Deputy for the Implementation of ASN Management Services, Aris Windiyanto, explained that participants who passed the selection were appointed as CPNS no later than TMT 1 June 2025. The proposal for the determination of CPNS NIP no later than May 10, 2025.

"The determination of the TMT for the appointment of CPNS is the next 1 month from the proposal for the determination of the NIP to enter BKN," concluded Aris.

Agencies are expected to maximize the proposal earlier so that the settlement can be completed on time.
