JAKARTA - US President Donald Trump's Special Envoy for Ukraine Keith Kellogg said on Monday no one would impose a peace agreement on Kyiv and questions about whether Washington would provide guarantees for European peacekeeping forces in the future to be discussed later.
Kellogg, who said he would visit Ukrainian President Volodymyr Zelensky in Kyiv this week, told reporters at NATO headquarters, Brussels, Belgium, no one would impose an agreement "on elected leaders of sovereign countries".
He also reiterated that he spoke with European allies, who had pushed to be included in negotiations, but in his view it was not possible to involve everyone in the negotiations.
Senior US officials including Foreign Minister Marco Rubio, except for Kellogg, will meet on Tuesday with Russian Foreign Minister Sergei Lavrov for talks focused on stopping the war in Ukraine and Russia-US relations.
Earlier, European officials were shocked by the steps taken by President Trump's Administration in recent days to approach Russia to find a way to stop the Russian-Ukraine war.
Washington has sent a questionnaire to the capitals of European countries to ask what contributions they can make to security guarantees for Kyiv, which adds to the urgency of discussions among European allies on how to respond to changes to US policies.
Leaders of France, Britain, Germany, Denmark, Poland, Italy, Spain and the Netherlands as well as top officials from NATO and the European Union held an emergency meeting in Paris on Monday.
Britain, Sweden and Germany say they are open to sending peacekeepers to Ukraine, if given a clear and acceptable mandate. Many officials stressed they would only consider sending troops to Ukraine if the US provided security guarantees.

When asked if the US would do this, Kellogg replied: "I have been with President Trump, and his policies always: you don't rule out any options."
"Of course these discussions will be held before any type of discussion and security guarantees are completed," he said.
"The answer to these questions will be determined when you prepare the final process," said Kellogg.
