BPK Finds DKI Jakarta Rapid Test Procurement Budget Wasting Up To IDR 1.19 Billion

JAKARTA - The Supreme Audit Agency (BPK) found that the DKI Provincial Government budget wasted on the purchase of COVID-19 rapid tests for handling the pandemic. This budget is taken from the 2020 DKI Regional Budget Unexpected Expenditure Post (BTT).

This was conveyed through a report on the results of the examination of the 2020 DKI Provincial Government financial statements which were approved by the Head of DKI BPK, Pemut Aryo Wibowo.

In his report, Pemut explained that the DKI Provincial Government had purchased COVID-19 rapid tests from two companies. The purchase of the test kits has the same brand at the same time, however, it turns out that the price for the rapid test between the two providers purchased by the DKI Provincial Government is different.

"The above problems have resulted in a waste of regional finances worth IDR 1,190,908,000", Pemut wrote in the report, quoted on Thursday, August 5.

Initially, the DKI Provincial Government had a contract for the procurement of the COVID-19 gG/IgM Rapid Test Cassette (WB/S/P) with PT NPN in one package containing 25 Clungene test cassettes worth IDR 9.87 billion.

The work has been declared complete based on the minutes of completion Number 12.4/BAST-SKRT/DINKES/DKI/VI/2020 dated June 12, 2020, with a total procurement of 50 thousand pieces with a price per unit of goods worth IDR 197,500.

Then, the DKI Provincial Government also has a purchase contract with PT TKM, namely the COVID-19 IgG/IgM Rapid Test Cassette (WB/SP) in one package containing 25 Clungene test cassettes worth IDR 9.09 billion.

The work has been declared complete based on the minutes of completion number 4.4/BAST-SKRT/DINKES/DKI/VI/2020020 dated June 5, 2020, with a total procurement of 40 thousand pieces with a price per unit of goods worth IDR 227,272.

Based on the minutes of confirmation documents to PT NPN and the commitment-making officials (PPK) of the DKI Provincial Government, Pemut said that PT NPN was only offered to procure 50 thousand pieces of rapid tests.

PT NPN did not know if there was a similar procurement with the other numbers because it was not notified by the DKI Jakarta Health Office. In fact, their company has more goods in stock than the DKI Provincial Government has purchased.

"PPK should be able to prioritize and choose previous service providers that provide similar products and stock is available at a cheaper price", said Pemut.
