Minister Of Home Affairs Instructs Regional Heads To Immediately Distribute Social Assistance
JAKARTA - Minister of Home Affairs, Tito Karnavian, has instructed regional heads to immediately distribute social assistance or social safety nets sourced from the Regional Revenue and Expenditure Budget (APBD).
Minister of Home Affairs Tito Karnavian in the Minister of Home Affairs Instruction Number 21 of 2021 stated the need to accelerate the distribution of aid.
"To encourage economic improvement and provide social assistance to communities affected by the COVID-19 pandemic as an effort to recover the national economy, it is necessary to provide and accelerate the distribution of social assistance and/or social safety nets for the community-sourced from the Regional Revenue and Expenditure Budget (APBD)", wrote the Ministry of Home Affairs quoted by Antara, Monday, July 19.
Minister of Home Affairs Tito Karnavian instructed governors, regents, and mayors, first, to accelerate the provision of adequate budget allocations in the APBD for the provision of such assistance by the provisions of the legislation.
Then, instructions on several steps need to be considered in accelerating the distribution of social assistance and/or social safety nets for the community that is sourced from the APBD.
The third instruction is to manage the distribution of aid in an orderly manner, comply with laws and regulations, be efficient, economical, effective, transparent, and responsible.
Management of distribution by taking into account the sense of justice, speed of implementation, and propriety by referring to the Regulation of the Minister of Home Affairs Number 39 of 2020.

The next instruction is to coordinate the distribution of social assistance between the provincial government and city districts, and all elements involved.
The next instruction is to assign the regional Government Internal Supervisory Apparatus (APIP), in collaboration with the Financial and Development Supervisory Agency (BPKP), to assist in the provision and acceleration of distribution activities.
Then, local governments are required to submit reports on the distribution of social assistance and/or social safety nets sourced from the APBD to the Minister of Home Affairs through the Inspector General of the Ministry of Home Affairs no later than the 15th and 30th of each month.
When this Ministerial Instruction takes effect, the provisions contained in the Minister of Home Affairs Instruction Number 1 of 2020 are declared invalid. The Minister of Home Affairs 21 of 2021 takes effect from July 19, 2021.
