Secretary General Of PBNU Considers The Plenary Version Meeting Of Syuriah Is Not Valid

JAKARTA - Secretary General (Secretary General) of the Nahdlatul Ulama (PBNU) Executive Board Amin Said Husni said that the plenary meeting version of the Sharia Executive Board on Tuesday and Wednesday, December 9-10, 2025, was not legally valid, because it was considered a violation of the NU Household Budget (ART) and the official decision of the 34th Congress.

"This is not just not procedural. The agenda actually hit the organization's highest decision, namely the congress," said Amin Said Husni, quoted from ANTARA, Sunday, December 7.

According to Amin, there are three basic reasons why the meeting which was said to have been held to determine that the official Chairman of PBNU did not have an organizational legal basis.

First, said Amin, the meeting departed from the decision of the Syuriyah Daily Meeting on November 20, 2025 which actually exceeded the authority. ART NU in Article 93 emphasized that the Syuriyah Daily Meeting did not have the authority to make decisions that had an impact on the Tanfidziyah structure, including the position of chairman.

"The decision only ties internal daily Syuriyah as per Law 10/2025 Article 15 paragraph 3. So there is no effect whatsoever on the position of General Chair," he said.

Second, Amin considered the meeting invalid because it violated the leadership of the meeting. Based on Article 58 paragraph (2) letter c and Article 64 ART NU, the PBNU plenary meeting must be chaired by Rais Aam with the general chairman.

"If the general chairman is not involved, then the plenary meeting has been canceled from the start by law," said Amin.

Third, the agenda of the meeting which is said to aim to determine the 'General Chairperson' clearly has no basis. Perkum Number 13 Article 4 paragraph (1) states that the position of General Chairperson is only used in the event of an interim change, namely when a functionary is unable to remain.

"In fact, Yahya Cholil Staquf is not permanently absent. He is the 34th mandater of the congress and there is no vacancy for office to be filled," said Amin.

He considered that the plan to determine the general chairman's official was contrary to the decision of the 34th Congress which stipulated and gave the full mandate to Yahya Cholil Staquf as General Chair of PBNU.

"If there is an agenda that directly hits the decision of the congress, it is a serious violation in this congregation," he said.

Amin said there is no room for unilateral action to shift the authority of the general chairman without an organizational constitution.

"NU has rules, we have rahrah. We are all obliged to take care of it," he said.
