Directorate General Of Adwil Development Of The Ministry Of Home Affairs Optimizing The Implementation Of The Red And White Cooperative Program

JAKARTA - The Directorate of Toponimi and Regional Boundaries, the Directorate General of Regional Administration Development (Ditjen Bina Adwil) of the Ministry of Home Affairs, held a Coordination Meeting (Rakor) to Facilitate Data Fulfillment of Toponimi Scope and Regional Boundaries, islands, and WAP Codes.

This activity aims to optimize the availability of accurate regional data as the main pillar in supporting the implementation of the Red and White Cooperative Trustees Sub-district program.

This coordination meeting was attended by representatives from various relevant agencies, the Ministry of Cooperatives, the Ministry of Communication and Digital Affairs, Bappenas, the Dittopad of the Indonesian Army, and the Regional Government in 38 provinces throughout Indonesia.

The main focus of this discussion is the synchronization and validation of the latest data regarding: Toponimi (Name Rupa Bumi): Update and determination of topographical names to ensure data uniformity.

Regional Boundaries: Strengthening data and maps of administrative boundaries between regions.

Pulau: Data Collection and naming of islands, especially the outermost small islands.

WAP (Government Administration Region): Verification and utilization of WAP codes as the key to regional data integration with other sectors.

Director General of Regional Administration Development of the Ministry of Home Affairs Safrizal Zakaria Ali said that accurate regional data is an absolute prerequisite for the success of every development program, including the Red and White Cooperative.

"The Red and White Cooperative Development Sub-district Program relies heavily on clear and verified regional identity. The toponimi data, regional boundaries, islands, and WAP codes that we facilitate in this coordination meeting will be a solid information base for planning, targeting, and evaluation of the program at the sub-district level," explained Safrizal Zakaria Ali, in a release received, December 1, 2025.

Several points have been successfully formulated as a commitment, namely: Strengthening Database: accelerating the process of validating toponimi data and regional boundaries that have not been completed in several areas.

Technology Utilization: Optimizing the use of a geographical information system (SIG) to visualize regional data interactively and easily accessible to local governments fostering cooperatives.

Inter-Agency Synergy: Formation of an integrated work team to ensure regional data is integrated with population data and other sectoral data needed by the Merah Putih Cooperative program.

With the facilitation of this data fulfillment, it is hoped that the Red and White Cooperative Development District can run more effectively, on target, and have a significant positive impact on improving people's welfare through strengthening the people's economy at the sub-district level.

The Director of Toponimi and Regional Boundaries of the Ministry of Home Affairs, Raziras Rahmadilah also emphasized the need for the role of the central and regional governments in supporting the implementation of the Ministry of Cooperatives program which is currently running Business Assistant (BA) for the Red and White Village Cooperatives (KDKMP) to ensure cooperatives can be independent and operate continuously.

"Accelerating regional limit affirmation, clarity of toponimi data, as well as government administrative area codes and data can support the certainty of the location/region Cooperative area of Merah Putih Village (KDKMP)," said Raziras.
