Ada BP BUMN, When Was The Ministry Of SOEs Disbanded?

JAKARTA - The State-Owned Enterprises (BP) Regulatory Agency (BUMN) has been formed as a new institution to replace the Ministry of SOEs.

This institution will carry out government duties in the field of SOE regulation.

The formation of the new agency is in line with the ratification of the Draft Law (RUU) concerning the fourth amendment to Law Number 19 of 2003 concerning SOEs in a plenary meeting of the DPR RI on 2 October.

To carry out their duties, BP BUMN has series A Dwiwarna shares in state-owned companies. Then, in the Danantara operational holding, BP BUMN also owns 1 percent of Dwiwarna series A shares with privileges as government representatives.

Then, when will the Ministry of SOEs be disbanded?

According to article 94E, the fourth amendment to the BUMN Law which has been ratified by the DPR through a plenary meeting on October 2, BP BUMN has officially been established no later than three months after the law took effect.

"BP BUMN is formed no later than three months from the time this Law comes into effect," reads Article 94E, quoted on Sunday, October 12.

Referring to this article, the Ministry of SOEs was officially replaced by BP BUMN no later than January 2, 2025.

As for now, the BP BUMN office located on Jalan Medan Merdeka Selatan, Central Jakarta is still standing under the name of the Ministry of SOEs.

Dony Oskaria Becomes Head Of BP BUMN

President Prabowo Subianto officially inaugurated Dony Oskaria as Head of the State-Owned Enterprises Regulatory Agency (BP BUMN).

Dony's inauguration coincided with the change in the status of the Ministry of SOEs to the regulatory body.

The status changes are in line with the inauguration of the Draft Law (RUU) on the Fourth Amendment to Law Number 19 of 2003 concerning State-Owned Enterprises (BUMN).

Dony's inauguration is based on Presidential Decree (Keppres) Number 109/P of 2025 concerning the Appointment of the Head and Deputy Head of BP BUMN which was read by the Deputy for Apparatus Administration of the Ministry of State Secretariat, Nunik Purwanti.

Apart from Dony, Prabowo also inaugurated Aminuddin Ma'ruf and Tedi Bharata as Deputy Heads of BP BUMN.

Previously, Aminuddin was the Deputy Minister of SOEs, while Teddy served as Deputy for Human Resources, Technology, and Information at the Ministry of SOEs.

For your information, the status of the Ministry of SOEs has officially changed to the Regulation Agency (BP) in line with the ratification of the Draft Law (RUU) on the Fourth Amendment to Law Number 19 of 2003 concerning State-Owned Enterprises (BUMN).

PANRB Minister Rini Widyantini representing President Prabowo Subianto said the government approved the BUMN Bill to be enacted into law (UU).

"With this strengthening of the legal framework, SOEs are expected to play a more strategic role as development agents as well as a healthy, competitive, and global competitive business entity," said Rini when conveying the government's final views in the 6th Plenary Meeting, at the DPR Building, Jakarta, Thursday, October 2.

Rini explained that the amendment to the BUMN Law was born from the urgency of affirming the function of regulators and operators, and strengthening governance, and providing legal certainty of the position of BUMN in state administration.

Furthermore, Rini said that the change was also intended so that SOEs would become a catalyst for development as well as an agent for inclusive and sustainable economic transformation.

"The fourth amendment to Law Number 19 of 2003 concerning SOEs is not just an administrative revision, raising a strategic step to strengthen the position of BUMN as a national economic driver as well as a welfare-oriented state policy instrument," he said.

Rini mengatakan, materi pokok dalam RUU BUMN yang disahkan meliputi transformasi kelembagaan Kementerian BUMN menjadi Badan Pengaturan BUMN (BP BUMN).

“Transformasi kelembagaan yang semula Kementerian Badan Usaha Milik Negara menjadi Badan Pengaturan Badan Usaha Milik Negara yang disingkat BP BUMN,” ucapnya.

Selain itu, RUU BUMN juga mengatur terkait dengan masa transisi rangkap jabatan menteri dan wakil menteri di BUMN paling lama dua tahun sejak putusan Mahkamah Konstitusi dibacakan.

Kemudian, juga mengatur karyawan BUMN berpeluang menduduki posisi direksi, dewan komisaris, maupun jabatan manajerial lain dengan mengedepankan kesetaraan gender.

Rini said the main material in the BUMN Bill that was ratified included the institutional transformation of the Ministry of SOEs into the BUMN Regulation Agency (BP BUMN).

"Institutional transformation from the Ministry of State-Owned Enterprises to the State-Owned Enterprises Regulation Agency, which is abbreviated as BP BUMN," he said.

In addition, the BUMN Bill also regulates the transition period for the concurrent positions of ministers and deputy ministers in BUMN no later than two years after the decision of the Constitutional Court was read.

Then, it also regulates that BUMN employees have the opportunity to occupy the position of directors, board of commissioners, and other managerial positions by prioritizing gender equality.
