OTT Of Nganjuk Regent Led By KPK, ICW: Ridiculous To Call These People As Having No National Insight

JAKARTA - The hand-catching operation or commonly called OTT against Nganjuk Regent Novi Rahman Hidayat by the Corruption Eradication Commission (KPK) and Bareskrim Polri was reportedly led by KPK investigators who did not pass the National Insight Test (TWK) assessment.

Based on the information gathered, the KPK investigator was named Harun Al Rasyid. He was one of 75 people who didn't qualify for TWK. This assessment again reaped criticism.

"OTT Nganjuk is led by someone whose name is listed among 75 KPK employees and ridiculously, this person is even mentioned as having no national insight because he failed to pass the National Insight Test," said Indonesia Corruption Watch (ICW) researcher, Kurnia Ramadhan, in his written statement as quoted on Monday, May 10.

According to him, the silent operation conducted by Harun and a number of other employees in eradicating corruption has become a form of proof of their love for the country. Capture corruptors who become enemies of the state.

"What KPK investigators do so far already have gone beyond that? Catching corruptors, enemies of the Indonesian nation with risks that can sometimes threaten their own lives," he said.

So that, reflecting on this incident, he considers the condition of the anti-corruption commission is now worrying. "Can you imagine, when there are employees who work to the maximum but removed by the KPK leaders by all means, one of them with National Insight Test (TWK)," he said.

This test is one of the requirements for the transfer of staffing status of KPK personnel, from the formerly independent to the state civil apparatus (ASN) in accordance with the mandate of KPK Law No. 19 of 2019.

The investigation of the case that ensnared Nganjuk Regent Novi Rahman was handed over from KPK to Bareskrim. The reason, since the beginning of this operation, the KPK-Bareskrim joint team was done.

The joint team's OTT against the Nganjuk Regent was conducted after KPK received a report of alleged gratification of the auction of village and village head device positions around the end of March 2021.

The KPK team then coordinated with the Directorate of Corruption Crime Bareskrim Polri. As it turns out, the same complaint was also received by Bareskrim Polri.

"For effectiveness and acceleration, the settlement of the case will be continued by the Directorate of Corruption Crime Bareskrim Mabes Polri. KPK will conduct supervision in accordance with the authority owned by KPK," said Vice Chairman of KPK Lili Pintauli Siregar in a press conference, Monday, May 10.

He ensured that synergy between law enforcement officials will continue to be conducted in the eradication of corruption.

Meanwhile, the Head of Criminal Investigation Unit of the National Police (Kabareskrim Polri), General Commissioner Agus Andrianto, revealed the price of the practice of buying and selling positions in the Nganjuk Regency Government that ensnared the Regent of Nganjuk Novi Rahman Hidayat (NRH).

"From the information of the investigators for the village device level between Rp10 to Rp15 million. Then for the above position while we get information Rp150 million," Agus said during a press conference, at the KPK building, Jakarta, as reported by Antara, Monday, May 10.

However, General Commissioner Agus said that the Criminal Investigation Unit of the National Police (Bareskrim Polri) will still continue to explore the price of the sale and purchase practices of the position through the investigation process.

In this case, the Directorate of Corruption Crime of Bareskrim Polri set seven suspects in the case of alleged bribes related to the filling of village and village head device positions in the Nganjuk Regency, East Java.

As recipients, namely Novi Rahman Hidayat (NRH) and M Izza Muhtadin (MIM) as aides of the Regent of Nganjuk. While the bribes, namely Dupriono (DR) as Pace Sub-District, Edie Srijato (ES) as Tanjunganom Sub-District, and Sukomoro Sub-District Head, Haryanto (HR) as Berbek Subagio Subagio (BS) as Loceret Sub-District, and Tri Basuki Widodo (TBW) as former Sukomoro Sub-District.

Evidence that has been obtained related to the case, namely cash amounting to Rp647,900,000 from the personal safe of the Regent of Nganjuk, eight mobile phone units, and one bank's savings book in the name of Tri Basuki Widodo.

The modus operandi is that the head of village gives some money to the Regent of Nganjuk through the Regent's aides related to the mutation and promotion of their positions as well as the filling of sub-district positions in the ranks of Nganjuk Regency. Furthermore, the aide of the Regent of Nganjuk handed the money to the Regent of Nganjuk.
