Asbanda Encourages BPD To Optimize SIPD-RI And Siskeudes-Link
JAKARTA The Association of Regional Development Banks (Asbanda) and Bank Papua held a National Seminar entitled 'Implementation of Transaction Electronification Through Applications to Payment Systems in Supporting Regional Government Programs: BPD Cooperation Through SIPD-RI and Siskeudes-Link' in the Hall of the Papua Governor's Office, Jayapura, Papua, Thursday, April 24, 2025.
This national seminar is a series of National Simpeda Savings Draws for the 2nd Period of XXXV-2025, which was attended by the board of directors of the Indonesian Regional Development Bank (BPDSI).
In his remarks, the President Director of Bank Papua Yuliana D. Yembise said, in today's digital era, the implementation of local government transaction electronicization has become a must.
Digitalization of regional finances to realize more transparent, accountable, efficient, and fast governance.
"Here the role of BPD is very strategic. Not only financial service providers, but also active partners of local governments in supporting digital transformation. Through solid collaboration between all stakeholders, it is believed that it can encourage digital transformation in the public sector to be more equitable and sustainable," he explained.
On the same occasion, Acting (Plt) General Chair Asbanda Busrul Iman explained, all BPD Indonesia continues to be committed to playing a role in supporting local governments.
Mainly in implementing electronification, it helps local government financial management.
Recently, Asbanda has signed a cooperation agreement with the Ministry of Home Affairs (Kemendagri) regarding the launch of an online Disbursement Fund Order (SP2D) through the Government Information System of the Republic of Indonesia (SIPD-RI) application and the Village Village Financial System (Siskeudes-Link) program.
Meanwhile, the Director General of Regional Finance at the Ministry of Home Affairs, Dr. Drs Agus Fatoni, M.Si explained that the Ministry of Home Affairs' cooperation that has been established with BPD needs to be improved again.
Especially the collaboration that has just been established through SIPD-RI and Siskeudes-Link services The application of SIPD-RI makes it easier to make decisions and to facilitate monitoring and evaluation as well as consolidate financial data statistics online. In this application, an active role of BPD throughout Indonesia is needed.
"The role of BPD needs to be encouraged to jointly participate in running government programs. Especially in improving the performance of local governments," explained Agus.
Director of Regional-Owned Enterprises, Regional Public Service Agency and Regional Property of the Directorate General of Regional Finance at the Ministry of Home Affairs, Drs Yudia Ramli, added that BPD is a regional development agent that is expected to support local governments in managing regional treasury and encouraging regional economic growth through their business activities.
It takes strengthening and developing BPD in responding to the current challenges. One of its efforts is to optimize regional economic financing, increase regional financial access, and digital transformation.
"In addition to cooperation through SIPD-RI and Siskeudes, we the Ministry of Home Affairs also encourage cooperation through the Regional Financial Access Acceleration Team (TPAKD), to the Regional Digitalization Acceleration and Expansion Team (TP2DD)," he said.
Currently, he continued, the digital transformation carried out by BUMD, including BPD, has actually been felt by the community. Many customers are now spoiled with digital services offered by BPD in Indonesia.
The Main Supervisor of the Banking Specialist Group of the Financial Services Authority (OJK) Yudi Permana added that digitalization has become a necessity for BPD to compete.
On the other hand, this digital transformation must be accompanied by supervision, governance, and IT security culture.
He continued, OJK itself has provided guidelines for the banking industry in implementing digitalization services. Such as POJK No. 12/POJK.03/2021 concerning Commercial Banks and SEOJK No.29/SEOJK.03/2022 concerning Cyber Security and Security for Commercial Banks.
"OJK has provided guidance. We have given many signs. These are all in the 2024-2027 BPD Strengthening Roadmap covering the development direction and strengthening of BPD in the future to accelerate BPD, become a resilient, competitive, and contributive bank," he explained.

Meanwhile, Eko B. Supriyanto, a banking observer who is also the Chairman of Infobank Media Group, highlighted that local government regulations must strengthen BPD's performance. Unfortunately, the current condition of BPD is faced with difficult challenges. Especially related to shareholders and regional provisions that sometimes collide with the provisions of the OJK.
No less important, related to digital acceleration and cybersecurity.
Even though there has been rapid IT progress in BPD, there are still some that need to be improved, especially regarding cyber security, "said Eko. Risk mitigation measures must be considered. There are three suggestions for strengthening operational and business aspects. Policy aspects and written procedures, aspects of human resources, to aspects of process and technology.
