Circular Letter Of The Red And White Cooperative Is Issued, Kemenkop Will Form KopDes March To June

Minister of Cooperatives (Menkop) Budi Arie Setiadi issued Circular Letter (SE) Number 1/2025 concerning Procedures for the Establishment of Red and White Village Cooperatives (Kopdes) addressed to Ministers and Heads of Related Government Institutions, Governors and Regents/Mayors throughout Indonesia, Heads of Offices in charge of Provincial/Regency/City Cooperation, as well as Village Heads throughout Indonesia.

"This Circular aims to provide an understanding of the formation of the Red and White Kopdes," said Budi Arie, Wednesday, March 19.

He explained that the SE explained the stages and lines of the formation of the Red and White Kopdes which took place in March-June 2025. It covers the socialization and preparation stage, starting March 2025, intensive socialization of programs is carried out to all local governments such as the Governor, Mayor Regent to the village level, namely the Village Head.

In the SE, Budi Arie also mentioned the issue of village deliberations in the formation of cooperatives, where every village targeted to form a cooperative must hold a special village meeting.

"In this forum, it must be agreed that the formation of cooperatives, the initial articles of association include names, types of businesses, basic capital, initial membership, and so on, as well as the selection of candidates for cooperative administrators/supervisors," explained Budi Arie.

The next stage, continued the Coordinating Minister, is related to the ratification of legal entities for the establishment of new cooperatives.

"The notary will make the Deed of Establishment of Cooperatives in accordance with legal provisions," said the Coordinating Minister.

Then, a request for approval of the cooperative to the Ministry of Law to obtain legal approval.

However, for villages that already have active cooperatives, data collection and assessment of cooperative performance are carried out. If it is considered healthy and in accordance with program objectives, existing cooperatives can be integrated as part of the Red and White Kopdes program.

"This without the need to establish a new one, with the adjustment of the articles of association. For existing village cooperatives but less active or weak, they will go directly to the revitalization scheme," explained the Coordinating Minister.

According to the Menkop, villages with a population of less than 500 people, village cooperatives can be established in more than one village.
