Seskab Is Under The Setmilpres, Commission I Of The DPR Calls The Appointment Of Lieutenant Colonel Teddy Not Violating The Law
JAKARTA - Member of Commission I DPR Nurul Arifin emphasized that the appointment of Lieutenant Colonel (Letkol) Teddy Indra Wijaya as Cabinet Secretary (Seskab) did not violate the applicable rules.
The regulation is contained in Law Number 34 of 2004 Article 47 Paragraph 2.
According to Nurul Arifin, based on Presidential Regulation (Perpres) Number 148 of 2024 concerning the Ministry of State Secretariat, the position of the Cabinet Secretary is under the Presidential Military Secretariat (Sesmillres), so Lieutenant Colonel Teddy does not need to resign from the active service of the TNI.
"If we look at Article 48 of Presidential Regulation 148 of 2024, it is stated that the Presidential Military Secretariat is an element of the President's staff who is under and responsible to the President through the Minister of State Secretary. This confirms that the leadership structure in it can indeed be filled by active TNI officers," said Nurul to reporters, Thursday, March 13.
Nurul explained that in Articles 48 paragraphs (1), (3) and (4), it was explained that the Presidential Military Secretariat consisted of a maximum of four bureaus and Cabinet Secretarys, and in the event that the duties and functions of the bureau could not be carried out by functional positions, other supporting parts could be formed.
"With this arrangement, it is clear that the position of the Cabinet Secretary is an integral part of the Presidential Military Secretariat, which can indeed be held by active officers of the TNI. So, there are no rules that have been violated in the appointment of Lt. Col. Teddy as Cabinet Secretary," he said.

Nurul also emphasized the importance of supporting decisions that have been in accordance with legal provisions and have been approved by the President. "If there is no problem, don't worry about it. Let Lt. Col. Teddy carry out his duties professionally and well because his appointment is in accordance with the rules and is approved by the President," said the West Java electoral district Golkar legislator.
According to Nurul, Sesmilpres has always been led by high-ranking TNI officers with the support of the secretary of the police or other agencies. Therefore, he considered that there was nothing wrong if Seskab was also held by active officers, especially if his role was still under the coverage of the presidential military.
"In this context, what is important is how the task can run well and still in accordance with the applicable legal rules. There is no reason for Lt. Col. Teddy to resign from the TNI just because he serves as Seskab," he concluded.
