Minister Of Environment Announces Termination Of Open Dumping At 343 TPA

JAKARTA - The Minister of Environment/Head of the Environmental Control Agency (BPLH) on Thursday, February 27, announced strategic and comprehensive policies to close 343 Final Processing Sites (TPA) which are still implementing open dumping systems throughout the territory of the Republic of Indonesia.

Based on a technical study conducted by the Ministry of Environment and Forestry, the open disposal system has been scientifically identified as the main contributor to multidimensional environmental pollution, including groundwater pollution through uncontrolled leachate, greenhouse gas emissions (mainly methane), and various public health problems with impact radii reaching 3-5 kilometers from the TPA location.

"Referring to the implementative provisions in Law Number 18 of 2008 concerning Waste Management, in particular Article 44 and Article 45, local governments have a legal obligation to close TPA open dumping within 5 years after the enactment of the law. However, until the first quarter of 2025, 343 TPAs are still identified operating with open dumping systems that do not comply with technical criteria in the Ministerial Regulation of LHK Number P.10/MENLHK/SETJEN/PLB.0/4/2018 concerning Guidelines for the Establishment of Policy and Regional Strategy for the Management of Household Waste and Similar Waste. Household," the Minister said in a Working Meeting with Commission XII DPR held at Building Nusantara II, Parliament Complex.

The Minister added, as a follow-up to the policy, the Ministry has issued Circular Letter Number SE.14/MENLHK/PSLB3/PLB.0/2/2025 and submitted an official warning letter with reference number TPA/KLHK/II/2025/306 to 306 Regional Heads whose administrative areas still operate TPA with an open dumping system.

In the letter, the Ministry also stated that it would implement a series of administrative sanctions in the form of government coercion in accordance with Government Regulation Number 27 of 2020 concerning Specific Waste Management, with a maximum sanction in the form of termination of special allocation funds (DAK) in the field of the environment and revocation of TPA permits for regions that do not make improvements to the TPA system within 12 months of notification.
