Check Out The Strict Travel Requirements Before, During, And After 2021 Homecoming Ban
JAKARTA - There are still many residents who force the Lebaran homecoming this year, even though the government has banned it. In a survey by the Research and Development Agency (Balitbang) of the Ministry of Health (Kemenkes), it was found that there were still residents who intended to go hometown a week and after the ban on going hometown.
Not wanting the spike in cases to repeat itself during the long holiday, the government has tightened travel requirements before and after the Eid homecoming prohibition period.
This is stated in the Addendum to Circular Letter Number 13 of 2021 concerning the elimination of the Idulfitri 1442 Hijriah homecoming. In the addendum, travel requirements have been tightened since D-14 the homecoming period is prohibited, namely April 22 to May 5, and until D+7 on May 18 to 24.
"Every policy made by the government prioritizes the principle of prioritizing the safety of the people in the midst of the COVID-19 pandemic to avoid an increase in cases that can trigger an increase in the burden on health facilities, as well as the potential for high casualties incurred," said Wiku Adisasmito, spokesman for the COVID-19 Handling Task Force, Thursday, April 22.

Before and after the homecoming prohibition period
The protocol is that travelers for air, train, sea, and sea crossings two weeks before and one week after the homecoming ban are required to show a certificate of negative RT-PCR test results or antigen rapid test whose samples are taken a maximum of 1x24 hours before departure.
If you want to use GeNose, do it just before departure. Then, the traveler must fill out Indonesia's e-HAC.
Specifically for routine trips by sea transportation mode for limited shipping within the area of one sub-district /regency/province or urban agglomeration area (Jabodetabek), it is not required to show a negative test result letter.
The protocol for land public transportation travelers will be a randomized rapid test antigen or GeNose test by the respective regional COVID-19 Task Force.
For private land transportation players, Doni appealed to the RT-PCR test or rapid antigen test, the samples of which were taken a maximum of 1x24 hours before departure. You can also test the GeNose C19 in the rest area as a requirement to continue your trip. Then, a random test will be carried out if the regional COVID-19 Task Force is needed.
During the period of the homecoming prohibition
While homecoming is prohibited from 6 to 17 May, all trips are required to have a negative RT-PCR test result that is valid for a maximum of 3x24 hours, or a negative result of a rapid antigen test for a maximum of 2x24 hours, or a negative result of GeNose C19 shortly before departure.
SIKM
Regarding the tightening of mobility before and after the homecoming ban came into effect, the Head of the DKI Jakarta Transportation Agency, Syafrin Liputo, said that people who travel do not need to take care of an exit and entry permit (SIKM).
"There is no SIKM, only tightening. During the two periods of time (before and after the homecoming ban) SIKM is not required. SIKM is only valid from May 6 to 17," said Syafrin.
Syafrin said, the decision to enforce SIKM only during the period of prohibition of homecoming in DKI followed the central government regulations to be consistent nationally.
"This is the policy from the central government. It's different from last year's SIKM implementation. Last year's SIKM implementation, we from the transportation service together with Civil Service Police Unit and colleagues from the police secured the governor's regulation on SIKM," said Syafrin.
However, SIKM still applies when homecoming is prohibited. SIKM is a guide for people who are exempted from going hometown. However, they traveled with a purpose other than going hometown.
The excluded reasons are for work/official travel, visits from sick families, visits from the grief of deceased family members, pregnant women who are accompanied by one family member, and the interests of childbirth accompanied by a maximum of two people.
The requirement for making SIKM for employees of government agencies, State-Owned Enterprises (BUMN)/Regional-Owned Enterprises (BUMD), the National Army (TNI) soldiers, and members of the National Police is to attach a print out of a written permit from an Echelon II level official equipped with a handshake signature and the identity of the prospective traveler.
For private employees, attach a printout of a written permit from the company's leadership, complete with the signature of the company leader and the identity of the prospective traveler.
Then, for informal sector workers and general non-working people, attach a printout of a written permit from the village head which is equipped with a wet signature/electronic signature of the village head as well as the identity of the prospective traveler.
