Affected By Efficiency, Ministry Of Energy And Mineral Resources Admits Implementation Of B40 Is Also Blocked

JAKARTA - The Ministry of Energy and Mineral Resources (ESDM) through the Director General of New Renewable Energy and Energy Conservation (EBTKE), Eniya Listiani Dewi, admitted that the implementation of the mandatory B40 program was hampered by the impact of efficiency.

In fact, this program took effect on January 1, 2025 ago. For this reason, Eniya said that his party is currently negotiating with the Palm Oil Plantation Fund Management Agency (BPDPKS) regarding funding for supervision.

"Currently, because there is budget efficiency, at this time we have tried to negotiate additional funding from BPDP to be able to carry out joint supervision of the implementation of the B40 program," said Eniya in a Hearing Meeting with Commission XII DPR RI quoted Wednesday, February 19.

Eniya explained, the progress of implementing B40 has challenges such as limited incentive funds which are only covered half by BPDPKS and have no impact on the non-PSO sector.

Furthermore, he said, due to the limited incentive funds from BPDPKS, it then caused competition in the field. This is due to the difference in the cost of transporting PSO and non-PSO biodiesel transportation.

"The transportation costs are different, and at this time there is a distribution of biodiesel for PSO, if PSO gets incentives, if non-PSO does not. So sometimes there are slight distribution differences, and we do surveillance," continued Eniya.

Eniya also said that the supervision of B40 was actually slightly more complex, so additional supervision was needed to maintain the quality and specifications of B40.

"And in our Minister's decision, the Minister suggested that there be additional supervision of specifications. So there are specs that need to be ascertained, colors, then how this mixture is really 40 percent, then what is the water content like," explained Eniya.

Not only that, there are other obstacles that must be faced, including limited production capabilities. Eniya said the government had calculated with factories in 28 biofuel business entities (BU BBN) which were almost full with a production capacity of 80 percent to meet B40.

"So the factory is almost full, about 80 percent moved to meet B40," added Eniya.

"So later in March we will see how the progress of B40 is," said Eniya.
