Terpidana Mati Serge Kasus Factory Ecstasy Tangerang Dipulangkan Ke Prancis

JAKARTA - The Indonesian government through the Coordinating Ministry for Law, Human Rights, Immigration and Corrections has repatriated the convict who was sentenced to death in a narcotics case from French citizens (WN), Serge Areski Atlaui through Soekarno-Hatta International Airport (Soetta), Tangerang, Banten.

The process of moving/returning the death row convict Serge was carried out with an agreement from the two countries between Indonesia and France based on bilateral cooperation.

As for the repatriation stage, it was directly escorted by the French Embassy for Indonesia Fabien Penone and also the Special Staff for International Relations Ahmad Usmarwi Kaffah, Deputy for Immigration and Correctional Coordinator of the Coordinating Ministry for Human Rights, Imipas I Nyoman Gede Surya Mataram.

Serge Areski Atlaui, departed via Terminal 2F of Soetta International Airport at 19.25 WIB using KLM KL 810 on the Jakarta-Amsterdam route for transit and then for France.

Special Staff for International Relations Ahmad Usmarwi Kaffah said that the return of the death row convict was carried out on the health condition concerned. Thus, requiring the French Government to repatriate him.

"At this time the condition of the convict who is sick requires the French Government to ask the Government of Indonesia, in this case we, the Coordinating Ministry for Law and Human Rights, to negotiate with the French in the context of repatriating the convict," he explained as quoted by ANTARA, Tuesday, February 4.

He revealed that with this agreement, the French Government must recognize the Indonesian court's decision. In this case, France must admit Serge, a citizen of his country, is a convict who was sentenced to death.

In addition, the authority to foster prisoners will be handed over to the country concerned after being transferred. Indonesia will also respect the policies to be taken by France, including granting clemency to Serge.

"So that an agreement is reached, and basically we get the value of respect and sovereignty from the two countries. As well as the emphasis on international legal aspects related to human rights. Then we reached an agreement and in the end we officially repatriated the convict from France," he said.

Meanwhile, the French Embassy to Indonesia Fabien Penone expressed his appreciation and gratitude to the Indonesian government for granting the agreement to repatriate the death row convict for the citizen.

"Especially, I would like to express my gratitude to the Coordinating Ministry for Law, Human Rights, Immigration, and Corrections. And of course we also express our appreciation to the highest authority in the Republic of Indonesia," he said.

He also said the results of the agreement given by the Government of Indonesia would certainly be respected in accordance with applicable legal regulations. In addition, his party will undergo guidance to prisoners who have been handed over.

"As previously stated, practical arrangements for the transfer of prisoners have been discussed and signed by the French and Indonesian Justices," he said.

It is known that Serge Atlaui was a death row convict in the case of the operation of an ecstasy factory in Cikande, Tangerang, Banten, in 2005. He has repeatedly applied for pardons to the Indonesian government, but the effort ended in aground.

Serge Atlaoui's execution in 2015 was suspended so that the French citizen was still in prison. Yusril explained that Serge Atlaui was later temporarily transferred from Nusakambangan to the Salemba Penitentiary for cancer.
