Jakarta DPRD Member Kenneth Sidak Ragunan Health Center Finds Many Problems

JAKARTA - Jakarta DPRD member from the PDI-P (PDIP) faction, Hardiyanto Kenneth with the Chairman of Animal Defender Indonesia, Doni Hendaru Tona, suddenly inspected the Ragunan Animal Health Service Center (Puskeswan), South Jakarta (Jaksel).

During the visit on Saturday, October 19, the man who is familiarly called Bang Kent was greeted by the Acting Health Center, drh. Hasudungan Sidabalok.

Kent then found several notes for Puskeswan as evaluation material. The reason is, as a center for animal health services for the community provided by the DKJ Provincial Government, Puskeswan must appear excellent and be able to provide the best service.

"Some of our findings serve as a reference for whether there have been improvements since then. Several things have become my findings in the field and it needs to be noted," Kent said in his statement, Monday, October 21.

Kent and Animal Defender Indo then gave a note to the Puskeswan, as follows:

1. The condition of cats in shelters and gardens there is the majority thin, far below the threshold. Upon observation, it turns out that the feed given is catfood mixed with wet rice. There are no other additions. It should be noted that cats cannot digest carbohydrates, so there are no nutrients that can be absorbed.

2. Dogs in the shelter area (like confiscation or evacuation results/TL, because not in the observation area) are thin and dry. Of the 11 dogs in this area, only 1 is in a normal body score. The protruding bone, levied eyes, looks sluggish and lunglai. It is strongly suspected that they were exposed to blood parasites, which, if not properly handled, would result in immediate death.

3. The observation area of the monkey in the bite case, is good.

4. Giving dog feed also appears without sufficient nutrition. Mixed dogfood with rice plus kaah, we tried to kiss without the aroma of meat. So that even dogs without appetite can't meet their needs.

5. No treatment efforts were seen in the dogs in this thin shelter/backward area. There were several capacities up on the bodies of these dogs. What we know is that the vector that spreads the deadly blood parasite is the tick.

6. Cleanliness is good.

7. The readiness of the officers is good.

"The next question is, is a Puskeswan able to provide proper care to these animals? Or is it just a place to wait for death to pick them up?" said the chairman of the IKAL PPRA LXII Lemhannas RI.

Kent also hopes that improvements will occur in Puskeswan and the Acting Head of Hasudungan Health Center are committed to presenting changes.

"Plt Puskeswan Pak Hasudungan promised that there would be a physical change in the thin cats during the visit yesterday, within 1 month. So on November 17, we will re-check the actual condition of the cats at this Puskeswan," he explained.

Kent also hopes that Pak Pramono Anung Wibowo, if elected governor of Jakarta, must be able to fix the animal health service sector, so that it can become a national reference in its entire and ideal manner.

"That there needs to be monitoring from senior veterinarians who choose an independent team, to supervise Puskeswans. So, Puskeswans do not set their own standards in providing services and care, but adopt a shared recognized standard pattern," said the Head of the Jakarta PDIP Disaster Management Agency (BAGUNA).

Then on the infrastructure side, Kent assessed that the mess conditions in the Puskeswan area were concerning for employees to live in.

"His condition looks very inappropriate and dangerous to live in. The ceiling roof wants to collapse here and there, the plywood has peeled and stranded coloring almost every mess there. Then the area behind the Puskeswan, overgrown with weeds and looks unmaintained. This area must actually be empowered immediately, in order to help the performance of the Puskeswan. This area was promised to be built, but until now there has been no realization," he continued.

Kata Kent, Plt Kepala Puskeswan Hasudungan Sidabalok yang baru menjabat pada 1 Oktober 2024 masih merasa-raba apa saja permasalahan yang ada sekaligus bagaimana cara menyelesaikannya.

"And the results of yesterday's discussion, from the retribution income target given to Puskeswan, there was never a problem, and it even reached more than 100 percent. However, it seems that the budget for maintaining the animals is well there, between not being on target, lacking, or not being considered important," continued Kent.

Therefore, Kent and Animal Defender Indonesia provide recommendations to Puskeswan to immediately improve the quality of dog and cat foods, including improving the pattern of animal maintenance and care, including providing supplements, and treatment.

"And also change the cat quarantine so that it is not stressful for them, the improvement of the back area to make it neater and more functional. Then cooperate with the community, to hold an additional day so that cat dogs in Puskeswan do not accumulate, as well as control in and out of animals, and in the event of death, must be completely transparent. the number of deaths, the cause of death. So that causes and improvements are made," said Kent.

Kent also asked the elected Governor of Jakarta to make a team to supervise Puskeswan in Jakarta.

"Adanya tim gubernur yang mengawasi khusus hal-hal seperti ini, dan memberikan komendasi langsung ke gubernur agar tidak terulang hal-hal seperti ini," pungkasnya.
