Immigration Leaves Chinese Fugitives Perpetrators Of Fraudulent Investments Rp210 Trillion To The Police

JAKARTA - The Directorate General of Immigration, Ministry of Law and Human Rights handed over a fugitive from the Chinese government who is a fictitious investment actor using the ponzi scheme, LQ alias JL (39 years), to the Police International Relations Division (Divhubinter).

The handover was carried out in a press conference attended by the Director General of Immigration Silmy Karim and the Head of the National Police Divhubinter Inspector General of Police Krishna Murti at the Office of the Directorate General of Immigration, Jakarta, Thursday, October 10.

"LQ alias JL is a fugitive from the RRT (China) government in accordance with the red notice and an arrest order from the Shanghai Public Security Bureau," said Silmy Karim as quoted by ANTARA.

Silmy Karim said, LQ alias JL is a suspect in an economic crime in China that occurred in 2020 which involved around 50 thousand victims with a total loss of 100 billion yuan or around Rp. 210 trillion.

Silmy explained, on September 27, 2024, the Investigation Team of the Directorate General of Immigration received information and a letter from the Police Chief of the Chinese Embassy in Jakarta regarding a request for assistance in the search for Chinese citizens on behalf of LQ who allegedly fled to Bali.

Based on the letter, the Director of Immigration Supervision and Enforcement (Wasjakim) ordered pre-investigation activities to be carried out by involving personnel from the Directorate General of Immigration and Wasdakim of the Special Class I Immigration Office of Ngurah Rai.

On the same date, LQ alias JL was included in the list of prevention and dating on the Cekal system of the Directorate General of Immigration.

Based on crossing data, it was found that LQ alias JL arrived in Indonesia on September 26, 2024 at 19.00 WITA, via I Gusti Ngurah Rai International Airport, Bali, using a visa on arrival or Visa on Arrival (VoA).

LQ entered Indonesia using an identity that was not in accordance with the notification from the Chinese government. He claimed to be Joe Lin and used a Turkish passport Number U23358200.

Then, on October 1, 2024, the Ngurah Rai Immigration Office reported that the subject of prevention on behalf of LQ alias JL had been found. He intends to die Indonesia to Singapore, but is stuck at the Ngurah Rai Airport.

"So when he was arrested, he was hit by an autogate system at Ngurah Rai," said Silmy.

On the same day, LQ alias JL was picked up by the Immigration Intelligence and Enforcement Team (Inteljakim) of the Ngurah Rai Special Class 1 Immigration Office and placed in the immigration detention room to continue the pre-investigation process.

Meanwhile, on October 2, 2024, the Police Chief of the Chinese Embassy in Jakarta sent a letter to Immigration saying that if the suspect could be identified and found, the Chinese government declared the passport concerned on behalf of Lin Qiang with Number EH0267954 invalid.

LQ alias JL was then picked up by the Wasdakim Investigative Team of the Directorate General of Immigration on October 4, 2024, and taken to Jakarta for further processing.

Furthermore, on October 7, 2024, the Wasdakim Investigative Team of the Directorate General of Immigration coordinated with a number of parties, including the Chinese government, the Turkish Embassy in Indonesia, as well as the Head of Sub-Directorate of International Crimes and the Secretary of the National Central Bureau (NCB) of Interpol Indonesia.

"Based on the meeting, it was agreed that the LQ would be handed over on Thursday, October 10, 2024 from the Directorate General of Immigration to NCB Interpol Indonesia," said Silmy.

Furthermore, the National Police Divhubinter will verify and validate the LQ alias JL data for further examination purposes.
