Previously, on Monday (3/4/2023), DKPP imposed the last tough warning sanction on KPU Chairman Hasyim Asy'ari regarding meetings and trips to DI Yogyakarta with the Chairman of the Republic of Satu Hasnaeni.
"Imposing the last strict warning sanction to the defendant Hasyim Asya'ri as the chairman and concurrent member of the Indonesian KPU, starting from the time this decision was read out," said DKPP Chairman Heddy Lugito when reading the Case Decision Number 35-PKE-DKPP/II/2023 and Case Number 39-PKE-DKPP/II/2023.
In conclusion, DKPP assessed that Hasyim as the defendant was proven to have violated the code of ethics and code of conduct and code of conduct for election organizers for meetings and trips with Hasnaeni which was reported by students or representatives of the Justice Youth Association Dendi Budiman in Case Number 35-PKE-DKPP/II/2023.
Hasyim was found guilty of violating a number of articles in DKPP Regulation Number 2 of 2017 concerning the Code of Ethics and Code of Conduct for Election Organizers. Among them, Article 6 paragraph (2) letters b, c, and paragraph (3) letters e; Article 7 paragraph (1); Article 8 letters a, b, g, h, i, j, and l; Article 11 letter d: Article 12 letters a, b; Article 14 letters c; Article life Article 16 letters e; and Article 19 letters f.
DKPP member I Dewa Kade Wiarsa Raka Sandi said that Hasyim was proven guilty of violating these articles because based on evidence, facts, and even his confession at trial, he consciously made a "trial" trip with Hasnaeni as the General Chair of the Republican Party. One who is currently participating in the registration of political parties for candidates participating in the 2024 General Election.
This trip was carried out by Hasyim on August 19, 2022, in a number of places in DI Yogyakarta. One of them, the Baron Party in Gunungkidul, DI Yogyakarta, even though he has an agenda to attend the signing of a memorandum of understanding with seven universities in Yogyakarta on August 18-20, 2022.
Thus, DKPP assessed that the Hasyim and Hasnaeni meeting was an action that could potentially cause conflicts of interest, especially when joint travel was carried out in conjunction with the implementation of the administrative verification stages of political parties for prospective participants in the 2024 General Election.
DKPP also assessed that Hasyim as Chairman of the Indonesian KPU was proven to have violated the principles of being independent, proportional, and professional.
Next, the last hard warning sanction is also related to Case Number 39-PKE-DKPP/II/2023. Hasyim was reported by Hasnaeni regarding allegations of sexual harassment.
Although it was not proven to have sexually harassed, there were other facts revealed at the trial, namely Hasyim was proven to be actively communicating through WhatsApp conversations with Hasnaeni. Both intensively share news every day outside of electoral interests.
DKPP member Ratna Dewi Pettalolo conveyed a conversation between Hasyim and Hasnaeni showing a personal closeness and not a conversation between the Chairman of the KPU and the head of the political party related to electoral interests.
Thus, Hasyim was also declared proven guilty of violating Article 6 paragraph (3) letters e and f in conjunction with Article 15 letters a, b, and g of DKPP Regulation Number 2 of 2017 concerning the Code of Ethics and Code of Conduct for Election Organizers (KEPP).
