Until The End Of 2023, The Government Has Given Debt Relief Of 2,821 Cases

JAKARTA - The Ministry of Finance through the Directorate General of State Assets of the Ministry of Finance (DJKN Kemenkeu) said that as of December 18, it had completed 2,821 BKPN (State Receivables Case Files) belonging to debtors and provided convenience to debtors through the Debt Relief program or Crash Program.

For your information, this Debt Relief Program is implemented based on Minister of Finance Regulation (PMK) Number 13 of 2023 concerning Settlement of Receivables from Government Agencies which are Administered/Managed by the State Receivables Committee/Directorate General of State Assets for Fiscal Year 2023.

The criteria for debtors who can take advantage of this program are debtors originating from receivables from Central/Regional Government agencies with the criteria being receivables from individuals or legal entities/business entities with remaining liabilities of up to IDR 2 billion.

This Debt Relief Program was implemented to provide debt incentives that support the Government in accelerating post-pandemic economic recovery and improving governance of state receivables as well as accelerating the settlement of state receivables from government agencies.

Director of State Wealth Policy Formulation, DJKN, Ministry of Finance, Encep Sudarwan said that as of December 18 2023, the number of BKPN completed had increased by 493 BKPN compared to 2022 or the equivalent of 176 percent of this year's overall target of around 1,600 BKPN

"The number of state receivable case files completed as of December 18 was 2,821 or an increase from 2022 of around 2,328. We only provide debt relief to people such as MSMEs, those who are sick and so on. The value of receivables is only up to IDR 2 billion so not up to trillions are handled," said Encep in a Media Briefing at the DJKN Building, Thursday 21 December.

Encep said that of the 2,821 BKPN settlements or debtors who have received benefits this year, 1,354 were receivables from hospital patients, 766 receivables with remaining liabilities of up to IDR 8 million, and 695 other receivables.

Meanwhile, for student tuition debt, there were 6 cases. This is different from the repayment of BKPN tuition fees for students in 2022 which reached 269 cases. "These are just the remains," he explained.

According to Encep, the debt relief program aims to accelerate the reduction in outstanding state receivables and the number of BKPNs in the State Receivables Affairs Committee (PUPN).

Meanwhile, the program takes the form of incentives carried out in an integrated manner in the form of discounts on principal debt, interest, fines, fees/fees or other charges charged to debtors.

The outstanding value of state receivables that was successfully reduced by December 18 2023 was IDR 159.16 billion compared to IDR 88.73 billion in 2022.

"Outsanding has also fallen and thank God in 2023 it will reach IDR 159.16 billion. So that means many people are making payments," he said.

Encep said that in the future he will continue to increase collaboration with the regional government to pay off debt.

Because, based on his calculations, there is potential for debt relief for the outstanding 13,000.

“Then we will catch up again next year, hopefully, we can catch them all. From 13,000 you can get 2,800, which is not bad, 20 percent. Next year we will mobilize KPKN (National Treasury Head Office) and K/L. "Later there will be joint action between K/L and the regional government," he said.

Encep hopes that next year the debt repayment target can double thanks to this joint action.
