In Front Of Commission VII Of The DPR, SKK Migas Boss Reveals The Cause Of Oil And Gas Lifting Is Still Low

JAKARTA - Head of the Special Task Force for Upstream Oil and Gas Business Activities (SKK Migas) Dwi Soetjipto explained the reasons for the low lifting of Indonesian oil and gas in 2023.

He explained, based on SKK Migas data, the realization of oil lifting until October 2023 was at the level of 604.3 barrels of oil per day (BOPD) or 91.6 percent of the target set in the APBN of 660,000 BOPD.

Meanwhile, the realization of the gas channel until October 2023 has only reached 5,353 million cubic feet per day (MMSCFD) or 86.9 percent of the target set in the APBN of 6,160 MMSCFD. SKK Migas projects that the gas distribution will reach 5,400 MMSCFD or 87.7 percent of the APBN target in December 2023.

In a Hearing Meeting with Commission VII DPR RI, Dwi Soetjipto said that the delay in several strategic projects due to the Covid-19 pandemic was one of the reasons for the low realization of Indonesia's oil and gas lifting.

"The delay in projects caused by the impact of the pandemic is because large projects such as Train 3 and Jambaran Tiung Biru cannot be separated from the pandemic," he said, quoted on Friday, December 1.

Due to the pandemic, the plan for these two projects had to be postponed for 2 years, even though these two projects should have started operating at the end of last year.

Another reason that resulted in the low lifting was the existence of disasters in Pertamina's production facilities, especially at Pertamina Hulu Energi Offshore Southeast Sumatra (PHE OSES) and Pertamina Hulu Energi Offshore North West Java (PHE ONWJ).

The obstacle faced is the leaking of pipes in the aging facilities so that lifting achievements are still low.

"Then the power cable caught fire, so we had to reroute the mode off-electricity method at OSES, which previously used cables and then became a gas supply, we turned it for gas supply to OSES," continued Dwi.

The transfer of gas supply has had a significant impact on oil and gas production in the third quarter. "Now it's finished, just continue the recovery kit. This has been met with the minister," concluded Dwi.
