Hooray! Government Will Make Civil Servant Salaries Equal To SOEs, When Will It Start?
The government through the Ministry of State Civil Apparatus Empowerment and Bureaucratic Reform (KemenpanRB) is preparing a welfare improvement system for state servants. The welfare improvement system in question is to equalize the salaries of Civil Servants (PNS) with BUMN employees. Later, the PNS equivalent salary rules for SOEs will be included in the Draft Regulation on ASN Employee Management.

For information, the RPP on ASN Employee Management is a derivative rule of Law Number 20 of 2023 which is a substitute for Law Number 5 of 2014.
Acting Assistant Deputy for Talent Management and Improvement of Administrative HR Capacity of the Ministry of PANRB Yudi Wicaksono said that the preparation of the RPP must be completed by the Ministry of PANRB and other relevant agencies a maximum of six months after Law Number 20/2023 was passed since October 31, 2023 by President Joko Widodo.

Yudi said that the policy to equalize ASN salaries with BUMN employees is aimed at supporting the talent mobility system which is the mandate of the latest ASN Law.
He added that the talent mobility system would not materialize without an income improvement.
"Because we are actually like them. We are public servants, SOEs are public servants, so what our friends in BUMN receive should also be a bus, we accept it, so we open talent mobility, we can go to BUMN, they can come to us," said Yudi in the Arrangement of ASN Management Post-Law Number 20 of 2023 concerning ASN, Tuesday, September 7, 2023, followed by VOI.
Yudi said that this policy would make income inequality that made SOE employees reluctant to become ASN to be resolved. On the other hand, ASN including civil servants and PPPK who really want to become BUMN employees can be braked.
In addition to equalizing ASN salaries with BUMN employees, the RPP will also regulate the issue of civil servant income which will be reviewed later at least once every three years with a megacu on the highest salary or income of BUMN employees.
"We will do the new payroll system every three years, called the income benchmarking in SOEs and we will take the percentage in SOEs where the highest salary in SOEs will be taken, so we will continue to keep up with them," explained Yudi.
Through the improvement of this welfare system, continued Yudi, the government will also introduce a remuneration mix scheme. Namely fixed income or ASN salary will be higher than the incentives.

In this scheme, the largest component of ASN income is the basic salary with a portion of 40 percent. Meanwhile, incentives, the proportion will be made at 30 percent. Then benefit with a portion of 25 percent, and finally to increase quality with the term learning by 5 percent.
