Getting To Know The Mix Remuneration Salary Scheme To Be Implemented To ASN

YOGYAKARTA Not all State Civil Apparatus (ASN) are familiar with the remuneration mix salary scheme. The scheme emerged in line with the government's plan to equalize ASN wages with BUMN employees.

It should be noted that the remuneration mix salary scheme is income owned by the State Civil Apparatus (ASN) with a fixed income component that will be greater than the incentives.

Acting Assistant Deputy for Talent Management and Improvement of Administrative HR Capacity of the Ministry of PANRB Yudi Wicaksono explained that the distribution of basic ASN salary components was 40 percent, while incentive or variable salaries had a smaller portion of 30 percent, then added benefits with a large amount of 25 percent, and finally civil servants also received an increase in quality with the term learning, which was 5 percent.

The salary scheme is part of the equalization that will be regulated in Government Regulation (PP) concerning ASN Employee Management. Currently, the regulation which is the derivative of Law no. 20 of 2023 concerning State Civil Apparatus (ASN) is still being drafted and is still under discussion.

The completion of the RPP must have been finally prepared by the Ministry of Administrative Reform and Bureaucratic Reform (PANRB) and other agencies a maximum of six months after Law 20/2023 was passed from October 31, 2023 by President Jokowi. It is estimated that the RPP will be valid and valid in March-April 2024.

In addition, Yudi also said that the equalization of ASN income with BUMN workers was carried out to support the talent mobility system, which is the most recent mandate of the ASN Law.

"Because we are actually like them. We are public servants, SOEs are public servants, so what our friends in SOEs receive should also be able to accept, so we open the mobility of talents, we can go to BUMN, they can come to us," Yudi explained at the Post-Law ASN Management Arrangement. 20/2023 concerning ASN, Tuesday, November 7.

In addition, equalization also reduces income inequality, which is the reason why SOE employees are not interested in becoming ASN. On the other hand, ASN, including civil servants and PPPK who want to become BUMN employees can be limited.

RPP not only regulates the equalization of civil servants' salaries, but regulates the income of civil servants which will be reviewed at least every three years referring to the highest income of BUMN employees.

"So we will do the payroll system that is new to us every three years, we will do what is called benchmarking income in SOEs and we will take the percentage in SOEs where the highest salary in SOEs will be taken percentile, so we will continue to keep up with them," said Yudi.
