KPU Reported To Bawaslu Regarding Women's Representation Less Than 30 Percent In The Electoral District

JAKARTA - The Coalition for Women's Representatives reports the General Election Commission (KPU) to the Election Supervisory Agency (Bawaslu) because it is considered to have committed administrative violations.

The KPU is considered to have violated Article 245 of Law Number 7 of 2017 concerning General Elections (Pemilu) because the DPR's Permanent Candidate List (DCT) and the 2024 Election DPRD do not contain 30 percent of women's representation in each electoral district (dapil).

"From the analysis of the reporter, it was found that there were 266 candidates (female) in DCT out of a total of 1,512 candidates for DPR DCT members in the 2024 election that had been determined and announced by the KPU. This does not contain the provisions for women's representation of at least 30 percent," said NETGRIT Executive Director Hadar Nafis Gumay, as one of the reporters reported by ANTARA, Monday, November 13.

In fact, continued Hadar, the provisions in the Election Law have also been confirmed by Article 8 paragraph (1) of the KPU Regulation (PKPU) Number 10 of 2023, which states that the requirements for submitting prospective candidates must contain a female representation of at least 30 percent in each electoral district.

Therefore, according to Hadar, based on Article 460 paragraph (1) of Law Number 7 of 2017, the KPU can be said to have committed administrative violations of the election.

"That is a violation of procedures, procedures, or mechanisms related to the administration of the stages of election candidacy as stipulated in Law Number 7 of 2017 and PKPU Number 10 of 2023," explained the member of the Indonesian KPU for the 2012-2017 period.

Hadar and the reporters also asked Bawaslu to make a decision stating that the KPU was proven to have committed administrative violations, because the DCT members of the DPR and DPRD for the 2024 election did not contain a female representative at least 30 percent in each electoral district.

The reporter urged Bawaslu to order the KPU to improve the DCT for DPR members, provincial DPRD, district DPRD, and city DPRD for the 2024 General Election, which does not contain a female representative of at least 30 percent in the electoral district.

"We also ask Bawaslu to order the KPU to cancel or cross out legislative candidates at DCT proposed by political parties for the election of DPR members, provincial DPRD members, and district/city DPRD members in electoral districts that do not contain female representation at least 30 percent," said Hadar.
