Jokowi Calls Budget Allocations In Officials Not Resulting In Concrete Development
JAKARTA - President Joko Widodo asked the APBN and APBD to really realize development programs rather than be too much allocated to agencies.
Jokowi emphasized that the budget allocation that is distributed to related agencies will not produce concrete development programs.
"APBN, APBD, don't retail too much to the service, service, service. Later, what will be the service below? Now, because it keeps changing, is it the head of the division, to Kasihe, for example; if it's like that, it won't be an item," Jokowi said as quoted by ANTARA, Tuesday, October 3.
Jokowi reminded that the budget allocation given is a small amount, for example 5 percent, to each service it will add to the burden if there is an increase in the APBD.
Therefore, he asked for the design of the APBN and APBD allocation to be focused on programs, such as the construction of reservoirs in a district or the addition of reservoirs every year.
"Not all agencies have an additional five percent budget, (if) there is an increase in the budget (later) everything (up also) five percent. ( Must) There are priorities. Which one should come first, which one is our priority scale," he said.

Jokowi said he really understands the budget allocation, considering his experience as a bureaucrat, starting from the mayor, governor, to the present as president.
"I experienced it because I had been mayor twice, had been governor, had been president twice. Nothing like that in Indonesia. From below, twice the mayor, governor, president twice. So, I dived properly, understand very well what the situation on the ground is like," said Jokowi.
