KSP Encourages The Acceleration Of OSS-RBA Data Migration To The National Data Center

JAKARTA - The Presidential Staff Office found that the use of the National Data Center (PDN) in the application of risk-based business licensing, the OSS-RBA system, was still not fully running. This situation is considered to have a risk in the implementation of the RBA OSS system due to limited infrastructure in the Ministry of Investment/BKPM. If the RBA OSS system is disrupted, it will have a negative impact on business actors and investment climates.

"This condition is not in line with the spirit of implementing OSS-RBA, namely increasing the investment ecosystem and ease of doing business," said the Main Expert of the Presidential Staff Office, Sudiyarto, in Jakarta, Sunday, July 9.

As is known, in accordance with Presidential Decree No. 95/2018 concerning Electronic-Based Government Systems (SPBE), and Presidential Decree No. 132/2022 concerning SPBE Architecture, every central agency and local government must use the National Data Center (PDN). The regulation also applies to the implementation of OSS-RBA.

However, so far the Ministry of Investment/BKPM as the manager of OSS-RBA has not fully used PDN or PDN Meanwhile managed by the Ministry of Information and Communication.

According to Sudiyarto, the Ministry of Investment/BKPM stated that it still needs to understand more about PDN/PDN Meanwhile, including the security aspect. However, he continued, the day the use of OSS-RBA is getting bigger. Until now, OSS-RBA has issued 4.6 million NIB with a total project of 10 million projects or activities.

"BKPM still stores most of the data in the internal data center. The use of PDN for main data only. Because there are concerns that if there is a problem with PDN infrastructure, it can hinder services," he explained.

Responding to the issue, said Sudiyarto, the Presidential Staff Office encourages the Ministry of Communication and Information (Kominfo) as the PDN manager to immediately respond to the needs of the Ministry of Investment/BKPM, so that OSS-RBA data can be fully transferred to PDN.

So far, Kominfo in collaboration with Telkom has provided PDN Meanwhile with high specifications and certified security levels. The construction of PDN itself is planned to be completed in October 2024.

"We (KSP) also emphasize the importance of Kominfo ensuring that the data center migration process runs well and does not interfere with the ongoing licensing service process," said Sudiyarto.

Previously, the Presidential Staff Office held a coordination meeting with the Ministry of Investment/BKPM, Kominfo, Kemenko Marves, and Telkom, Thursday (6/7). The coordination meeting discussed the use of PDN in the application of risk-based business licensing, the OSS-RBA system.

For information, the use of the National Data Center (PDN) in SPBE programs in all government agencies is an instruction from President Joko Widodo. The use of PDN aims to accelerate national data consolidation, integrate national public services, ensure information security and sovereignty of state data or personal data of Indonesian citizens, as well as budget efficiency.
