BLBI DPD RI Special Committee Volume 2 Targets Criminalizing BLBI Obligors
JAKARTA - The DPD RI has again formed a Special Committee (Pansus) for Bank Indonesia Liquidity Assistance (BLBI) Volume 2 to complete recommendations from the previous Special Committee, especially the sixth point of the 9 BLBI DPD RI Special Committee recommendations Volume 1.
On duty since May 2023, the BLBI DPD RI Special Committee Volume 2 has a target of bringing BLBI obligors to the criminal realm.
"Our target is to criminalize these obligors. This people's tax money must be saved. Moreover, they have been received from the state for 25 years," said Head of the BLBI DPD RI Special Committee, Bustami Zainudin at a press conference for the BLBI Special Committee Volume 2 in Jakarta, Wednesday, June 14.
He explained that the BLBI Special Committee Volume 1 had found a number of state losses related to the disbursement of the 1997-1998 BLBI bailout and also the provision of recap bonds. BLBI bailout funds to help banks meet the withdrawal of public funds, it is acknowledged that the BLBI Task Force has cost the state Rp110 trillion.
And there is a state obligation to pay BLBI Recap Bonds (OR) interest every year of IDR 60 trillion, which last year, as written in the first point of the BLBI Special Committee recommendation, according to BPK, still issued interest payments for BLBI recap bonds worth IDR 47.78 trillion as of September 2022.
"It is clear that all in the BLBI Special Committee Volume 1 state losses. The BLBI Special Committee Volume 2 is like the seventh point of the BLBI Special Committee recommendation Volume 1, we have a target to criminalize the perpetrators of BLBI management or corruption in the sale of obligor assets, and also stop or moratorium on the payment of recap interest," he explained.
In the recommendation number 7 of the BLBI Special Committee Volume 1, it is written that the BLBI Special Committee Volume 2 must coordinate with the role of Law Enforcement Officials (APH) such as the Corruption Eradication Commission (KPK), the Indonesian Attorney General's Office, the Indonesian Police, and others to follow up on the completion of the BLBI case.
The second and third recommendations of the BLBI Special Committee for DPD Volume 1 indicated that there was irregularity in sales and then one of the management in one of the assets submitted by the obligor to the government, namely BCA.
According to Bustami, BPK has also examined and issued its findings related to BLBI and BLBI Recap Bonds. However, until now there has been no follow-up to the government regarding indications of corruption.

"The BPK audit regarding the findings of BLBI has not yet been followed up by the government which is suspected of having indications of a criminal act of corruption. So our target in the BLBI Special Committee Volume 2 is that the corruption crime is taken care of until the criminal court. Until the court let what? Let it be clear in front of all the people, everyone can witness the trial, so it can be fair," said Bustami.
Meanwhile, the Deputy Chairperson of the BLBI DPD RI Special Committee, Tamsil Linrung, said that today in the media he was busy denying debts related to BLBI between the Ministry of Finance, the BLBI Task Force, and a businessman named Jusuf Hamka. According to Tamsil, this shows that there are still unclear issues regarding the disbursement of BLBI and the granting of BLBI recap bonds.
"Regarding BLBI, the Head of the BLBI Task Force said Jusuf Hamka through his company still has BLBI debt, while Jusuf Hamka said the deposit had not been replaced by the state even though the bank where he kept the money included BLBI recipients. Now this is the duty of the BLBI DPD Special Committee Volume 2 to make it clear and bring the wrong thing to the crime, we prepare the evidence and cooperate with APH (law enforcement officials)," said Tamsil.
The BLBI DPD RI Special Committee Volume 2 is led by Bustami Zainudin with 2 deputy chairmen namely Tamsil Linrung and Habib Basyamim. The members of the Special Committee include Fahira Idris, Amaliah, Evi Evitamaya, and Evi Zainal. Acting as the Main Expert Staff of the BLBI Special Committee for DPD Volume 2, namely Hardjuno Wiwoho.
