In Accordance With Jokowi's Directives, Sandiaga Prepares Training So That Heavy Human Rights Survivors Can Become Creative Economy Actors

JAKARTA - Minister of Tourism and Creative Economy (Menparekraf) Sandiaga Uno said his party would prepare training and assistance for victims and families of victims of gross human rights violations (HAM) in the past so that they could work in the creative economy sector.

This was in accordance with President Joko Widodo's request in an internal meeting to continue the recommendation of the Heavy Non-Judicial Human Rights Violations (PPHAM) Settlement Team in Jakarta, Tuesday.

"Earlier, we were asked to prepare training, assistance for victims and victims' families (heavy human rights violations) to (work as) creative economy actors," Sandiaga said after a meeting at the Presidential Palace, Jakarta, Tuesday.

He admitted that Jokowi had also asked him to prepare a visit to victims of gross human rights violations who were isolated or excavated abroad so they could come to Indonesia to meet their families.

"Also (about) the preparation of one of the gross human rights violations that was excavated abroad, maybe a visit to Indonesia was prepared to see the families and other family members, if they were too old, because it was from 1960," explained Sandiaga.

He said there was a film called "Register from Prague" produced by Visinema in 2016 and played by actor Tio Pakusadewo who told about victims of gross human rights violations.

According to Sandiaga, the story of victims and families of gross human rights violations may be lifted again in the form of cinema, including opportunities for cooperation with Indonesian restaurants abroad with victims and families of victims of gross human rights violations.

For information, in August 2022, President Joko Widodo issued Presidential Decree (Keppres) Number 17 of 2022 concerning the Establishment of a Non-Judicial Completion Team for Violations of Past Heavy Human Rights or PPHAM Teams.

Furthermore, in December 2022, the PPHAM Team submitted reports and recommendations to the Government through the Coordinating Minister for Political, Legal and Security Affairs (Menkopolhukam) Mahfud MD.

Then, on March 15, 2023, Jokowi issued Presidential Instruction Number 2 of 2023 concerning the Implementation of Non-Judicial Settlement Recommendations for Violations of Serious Human Rights as well as Presidential Decree (Keppres) Number 4 of 2023 concerning the Monitoring Team for the Implementation of Non-Judicial Settlement Recommendations for Serious Violations of Human Rights or the PPHAM Monitoring Team.

In Presidential Instruction Number 2 of 2023, Jokowi assigned 19 ministries and non-ministerial government agencies (K/L) as the PPHAM Monitoring Team to implement the PPHAM Team's recommendation, namely restoring the victim's right to gross human rights violations fairly and wisely and preventing gross human rights violations from happening again.

According to Mahfud MD, the performance of the PPHAM Monitoring Team focused on victims of past gross human rights violations on 12 events.

The 12 incidents were the events of 1965-1966, the 1982-1985 Mysterious Shooting Incident, the Talangsari Incident in Lampung in 1989, the Geudong Rumoh Incident and the Sattis Post in Aceh in 1989, the 1997-1998 Forced Disappearance Incident, and the May 1998 Riots Incident.

Next are Trisakti and Semanggi I-II Incidents in 1998-1999, Dukun Santet Murder Incident in 1998-1999, KKA Intersection Incident in Aceh in 1999, Wasior Incident in Papua in 2001-2002, Wamena Incident in Papua in 2003, and Jambo Keupok Incident in Aceh in 2003.
