Deputy Chairman Of Commission II Of The DPR: Appointment Of Honorary To Be The Latest PPPK November 2023
Deputy Chairman of Commission II of the DPR, Junimart Girsang, said that the appointment or transfer of honorary personnel to government employees with a work agreement (PPPK) must be realized no later than November 28, 2023.
"The appointment or transfer of honorary staff to PPPK must be realized no later than November 28 this year," said Junimart, in a written statement, Friday, April 14, which was confiscated by Antara.
He continued, the appointment of honorary staff to become PPPK by the Government through the Ministry of Administrative Reform and Bureaucratic Reform (PAN-RB) must also apply to all honorary staff.
All honorary workers include non-state civil servants (ASN) consisting of educators, health workers, extension workers, administrative staff, as well as cleaning staff, and members of the Civil Service Police Unit (Satpol PP).
Next, Junimart said there were no special exceptions as a requirement in the appointment of honorary staff to become PPPK. He emphasized that the appointment was automatic.

In the future, he added, after the appointment of honorary staff to become PPPK, it is certain that regional heads will no longer be able to carry out arbitrary appointments of honorary staff, given the current 50 percent of national honorary staff serving in local governments.
"This appointment is automatic for all honorary people. They have the same rights to be appointed as PPPK. But after this, regional heads can no longer appoint honorary staff without a formation permit from the Ministry of PAN-RB," he said.
Then, Junimart conveyed a number of notes from Commission II of the DPR RI to the Minister of Administrative Reform and Bureaucratic Reform (PAN, RB) Abdullah Azwar Anas regarding the appointment of honorary staff to PPPK.
Among them, Commission II asked that there be no mass layoffs (PHK) for all honorary workers. Second, there is no reduction in the honorary honorarium he currently receives. Third, the policies taken by the Government regarding the issue of honorary staff need to avoid an increase in the budget.
"Fourth, applying the principle of justice, being competitive, and providing equal opportunities for all citizens to become ASN. Being an ASN here includes being a PPPK, of course," he said.
