JAKARTA - The Indonesian Employers' Association (Apindo) has expressed objections to the DKI Jakarta Provincial Government's plan to regulate private sector working hours following the congestion that occurs before entering and leaving the office.

Apindo's Head of Manpower Division, Anton J. Supit, said that the private sector's working hours have referred to the labor laws and regulations which do not regulate the start and end of working hours.

"Employment regulations only limit the maximum working time of a day or a week, with the consequence of paying overtime wages if it exceeds the predetermined time. The laws and regulations do not regulate the start and end of working hours every day. Anton said the company will apply working hours or working hours for its employees according to the company's operational needs. Working time arrangements, including office hours and hours of leaving the office, are generally regulated in Company Regulations (PP) and/or Collective Labor Agreements (PKB).

"The two internal regulatory instruments in the company must be communicated, even if they are regulated in the PKB, this must be negotiated first between management and the trade unions/labor unions," said Anton.

In several functions in the company's organization, if possible, the Work From Home (WFH) model or a combination of WFH and WFO has been implemented.

"So the application of this method has helped reduce traffic congestion," he said.

The uniformity of office hours, continued Anton, also needs to be studied more deeply because certain industrial sectors are related to working hours abroad, such as stock exchanges or import-export activities, which involve various institutions such as banking and customs.

Anton assessed that the main thing that the government needs to do is provide public transportation and adequate infrastructure, both in terms of quantity and quality.

"Thus, people are encouraged to be able to use public transportation that is comfortable and safe," said Anton.
