In 2023, Honorary Workers In Government Agencies Will Be Dismissed
JAKARTA - Minister of Administrative Reform and Bureaucratic Reform (Menpan RB) Tjahjo Kumolo said he would remove honorary staff from government agencies. Tjahjo explained that temporary workers who are currently still working in government agencies will end in 2023 at the latest.
"Regarding honorary staff, through PP (government regulations), the opportunity is given to be completed until 2023," said Tjahjo in a written statement received in Jakarta, Monday, January 17.
Thus, the status of government employees from 2023 will only have two types, namely Civil Servants (PNS) and Government Employees with Work Agreements (PPPK), both of which are called State Civil Apparatuses (ASN).
Regarding several jobs in government agencies, such as security and cleaning officers, Tjahjo said this would be fulfilled through outsourcing through third parties or outsourced workers.
"To meet the needs of very basic jobs, such as cleaning service, security, etc., it is advisable to fulfill them through outsourcing with general costs, and not payroll costs," he explained.

Meanwhile, Tjahjo added, the Government in 2022 prioritizes PPPK recruitment to meet the needs of ASN in the education and health sectors.
The government will also thoroughly review the impact of the transformation of the Electronic-Based Government System (SPBE) which will be implemented in all government agencies.
Currently, more than a third of ASN are in implementing positions, which position will decrease by 30-40 percent in line with digital transformation.
So, he said, the Government is preparing a task-shifting strategy through upskilling and reskilling so that ASN is able to carry out the work that is still needed.
"Therefore, for the time being, recruitment for the 2022 Fiscal Year is focused on first aid, especially to meet the needs of basic education services (teachers) and health service personnel," said Tjahjo.
