Viral Orphanage Children In Malang Become Victims Of Torture And Harassment, Risma Gives This Instruction To Her Staff
JAKARTA - The Ministry of Social Affairs is paying serious attention to allegations of sexual violence and persecution against a child with the initials HN at an orphanage in Malang, East Java.
Minister of Social Affairs Tri Rismaharini instructed her staff to synergize with law enforcement, through the Acting Head of the Legal Bureau of the Ministry of Social Affairs, Evy Flamboyan Minanda who visited the Criminal Investigation Unit at the National Police Headquarters in Jakarta, Tuesday, November 23.
"Today we went to the Criminal Investigation Unit of the National Police to encourage and ensure that the handling of the case is given more attention, but children still have the right to assistance," said Evy Flamboyan Minanda in a statement received in Jakarta, quoted by Antara, Wednesday, November 24.
The Ministry of Social Affairs has sent an official letter to the Criminal Investigation and Investigation Agency of the National Police Headquarters to respond to this problem. In a letter signed by the Secretary-General, the Ministry of Social Affairs asked the National Police Headquarters to act decisively against the perpetrators and provide protection for the rights of victims.
Evy stated that her presence was to ensure that aspects of legal justice go hand in hand with the fulfillment of children's rights. In handling cases of children in conflict with the law (ABH) as in cases related to HN, it is necessary to follow a separate procedure.

"Criminal cases involving children do not only focus on handling the case, but also the fulfillment of their rights, such as the impact, trauma, and social impact on both the perpetrator and the victim," she said.
Evy said extracting information from children as victims was not easy, because they were traumatized. Victims need assistance from expert human resources to reduce their fears so they can participate in the examination process.
This is where the assistance and involvement of trained and experienced human resources is needed, such as the Social Work Service Unit (Sakti Peksos). With the involvement of Sakti Peksos, it is hoped that children's rights can be fulfilled, starting from handling cases to the time of the investigation process.
"ABH will receive assistance from social workers to ensure the protection and rights of children are fulfilled in accordance with Law No. 11 of 2012 concerning the juvenile justice system," said Evy.
The Ministry of Social Affairs (Kemensos) has dispatched a team to conduct a special assessment to obtain in-depth information from the person in charge of the women's orphanage in Malang.
“Today, the child was examined again and we prepared a Social Worker Sakti assistant, because you can imagine that the child is stressed and traumatized even though the police are not in uniform. Of course, it's different from the approach of a psychologist," she said.
For this purpose, through Balai Antasena Magelang, the Ministry of Social Affairs conducts an assessment to eliminate children's psychological trauma. HN experienced an unfortunate incident in the form of sexual violence and persecution, Friday, November 19, and Saturday, November 20.
The Ministry of Social Affairs asked for clarification from the person in charge of the child orphanage, as well as investigating whether the institution was registered or not.
The police handled the case by examining 10 witnesses. As a form of synergy, the Ministry of Social Affairs made a report letter to the Criminal Investigation Unit at around 10.00 western Indonesia time, and at 12.00 western Indonesia time, the case was handled at the Malang Police.
