JAKARTA - The government through the Ministry of Energy and Mineral Resources (ESDM) has officially agreed on a pure fuel purchase scheme (BBM) from PT Pertamina by four private gas station providers, namely Shell Indonesia, BP-AKR, Vivo, and ExxonMobil.
This agreement is the result of an intensive meeting held on September 19, 2025, in response to the scarcity of non-subsidized fuel supply in a number of areas in recent months.
Deputy Chairperson of the Golkar Party for Public Policy, Idrus Marham, expressed his appreciation for the government's steps that are considered strategic in maintaining the availability of energy. According to him, this decision shows that the state does not ignore the basic needs of the community.
"For this management, it is necessary to ijtihad in the framework of an urgent but basic arrangement. The important thing is the orientation for the people. Whatever policy arrangement is intended for the benefit of the people, it must be pursued, even though it takes time," said Idrus, Monday, September 22.
In line with Idrus, former Expert Head of the Supreme Audit Agency of the Republic of Indonesia (BPK RI) Abdul Rahman Farisi also expressed his appreciation for the government's strategic and balanced steps.
"I really appreciate this decision. This shows Minister Bahlil negotiating and making the best decisions," said Rahman.
According to the man who serves as Secretary for Economic Policy for the Golkar Party DPP, the state maintains its dignity in managing the strategic sector, without hampering business dynamics.
"This policy is a model of optimum maximization that continues to make the country dignified in protecting its strategic sector, in this case fuel and energy," added Rahman.
Abdul Rahman's Farisi also emphasized that Indonesia's steps are in line with practices in a number of other countries that apply protective approaches to energy commodities.
The Ministry of Energy and Mineral Resources emphasized that this scheme will take effect in stages starting at the end of September 2025. The Minister of Energy and Mineral Resources said this step would unravel the inequality in the supply of non-subsidized fuel, which has recently created long queues at several private gas stations.
The four business entities involved expressed their readiness to distribute fuel from Pertamina according to market prices.
"We welcome this solution because it provides certainty of supply," said Shell Indonesia representatives in a written statement.
Implementation Challenges
Even so, a number of energy observers assessed that the implementation of this scheme needed to be closely monitored. The issue of price transparency and distribution mechanisms is referred to as a determining factor for success.
In response to this, Idrus emphasized the importance of the trust of all parties in the government in solving problems for the benefit of the people.
"The government and the private sector are in the process of reorganizing the national energy ecosystem. I believe, with a shared commitment, the people will benefit from it in the near future," said Idrus.
Idrus also encouraged this policy to be implemented with the spirit of partiality to the wider community.
"Energy sovereignty is not placed above business interests alone, but it must be orientation for the benefit of the people. If the orientation is clear for the people, then this policy will get strong social legitimacy," he concluded
