Inactive Meranti Regent M Adil Accused Of Being Involved In 3 Corruption Cases That Lose Rp19 Billion To The State

JAKARTA - The KPK Public Prosecutor (JPU) charged the inactive Meranti Islands Regent Muhammad Adil with three allegations of corruption that cost the state more than Rp19 billion at the Pekanbaru Corruption Court (Tipikor). The indictment was read out by the KPK prosecutors, Ichsan Fernandi and Irwam Ashadi in front of the panel of judges chaired by Nur Arif Hidayat. M Adil attended the trial virtually from the KPK Detention Center in Jakarta. In his indictment, the Public Prosecutor charged M. Adil with a criminal act of corruption jointly committed by Fitria Nengsih as the Head of the Meranti Islands Financial and Asset Management Agency (BPKAD) and the auditor of the Riau Financial Audit Agency (BPK), Muhammad Fahmi Aressa. In the first indictment, it was stated that M. Adil in 2022-2023 together with the Head of the Meranti Islands BPKAD, Fitria Nengsih, cut 10 percent of each payment of Supply Money (UP) and Change Money (GU) to the head of the regional apparatus organization (OPD) within the Meranti Islands Regency Government. The cuts were made as if they were debts and submitted by M. Adil and Fitria Nengsih in a meeting. "The defendant asked for 10 percent of each OPD. In fact, there is no obligation from the OPD to do that, and the OPD does not have a debt to the defendant," said the Public Prosecutor, quoted from Antara, Tuesday, August 22. "In 2022, M. Adil received more than IDR 12 billion, and in 2023 received more than IDR 5 billion. The total amount of UP deductions received by the defendant for two years amounted to IDR 17,280,222,003.8," said the public prosecutor. In the second indictment, M. Adil received bribes from Fitria Nengsih as the head of representatives of PT Tanur Muthmainah Tour (TMT) in Meranti Islands Regency amounting to Rp. 750 million. PT TMT is a Hajj and Umrah travel company that dispatched Umrah pilgrims for the Meranti Islands Regency Government program. The departing pilgrims are salary teachers, mosque imams and outstanding employees with the 2022 APBD budget. PT TMT dispatched 250 worshipers, and M. Adil asked for Rp. 3 million from each departing congregation. The funds disbursed to PT TMT from the People's Welfare Section (Kesra) of the Meranti Islands Regency Secretariat amounted to more than Rp. 8.2 billion. Of this amount, Fitria Nengsih received Rp1.47 billion and was handed over to M. Fair as much as Rp750 million. The third indictment, M. Adil with Fitria Nengsih in January--April 2023, gave bribes to the auditor of the Riau representative BPK, Muhammad Fahmi Aressa. Money is given at the Red Selatpanjang Hotel, in the mall parking lot in Pekanbaru and the Grand Zuri Hotel parking lot. "The defendant committed a sustainable act, giving money to Muhammad Fahmi Aressa as the auditor of the Riau representative BPK amounting to Rp1 billion," said the prosecutor.

Muhammad Fahmi Aressa is the Head of the BPK Auditor Team who examined the financial statements of the Meranti Islands Regency Government in 2022. "The defendant wanted Muhammad Fahmi to condition the assessment of the financial report to get an Unqualified Opinion (WTP)," he explained.
