Minister of Administrative and Bureaucratic Reform Issues ASN Rules in Jakarta, WFH During the ASEAN Summit, the Field of Community Services is Excluded

JAKARTA - The Minister for Administrative Reform and Bureaucratic Reform (Menpan RB) Abdullah Azwar Anas issued a 50 percent work from home (WFH) implementation rule during the 43rd ASEAN Summit 2023.

This WFH policy applies to ASN from the central government and ASN Pemprov DKI who work in the DKI Jakarta area to reduce traffic congestion during the meeting of delegations of heads of state throughout Southeast Asia.

WFH was carried out for almost 2 weeks, starting from Monday, August 28 to Thursday, September 7, 2023.

"It is suggested that personnel development officials (PPK) in central government agencies and regional governments located in the DKI Jakarta area to be able to make adjustments to the work system for state civil servants during the preparation and implementation period for the 43rd ASEAN Summit, starting from August 28, 2023 to September 7, 2023," wrote Azwar Anas in SE quoted on Friday, August 18.

Azwar Anas said, the implementation of these official duties is carried out in a hybrid working manner while still placing a portion of 50 percent of employees working from the office.

He said that the implementation of the adjustment of the hybrid working work system was endeavored not to interfere with the smooth running of government and services to the community.

Therefore, the ASN group that is allowed for WFH is only in the field of government administration services and leadership support services.

"Government administration services, for example, policy formulation, research, planning, analysis, monitoring and evaluation and leadership support services for example secretarial, protocol, public relations, etc. WFH is at most 50 percent and WFO adjusts the percentage of WFH," explained Azwar Anas.

Meanwhile, civil servants who have duties in the community service sector are still required to work 100 percent from the office.

"Public services include health, security and order, disaster management, energy, logistics, postal, transportation and distribution, national vital objects, national strategic projects, construction, and basic utilities," he said.
