Plenary Meeting Of The Health Bill Held This Afternoon

JAKARTA - The House of Representatives (DPR) scheduled a Plenary Meeting to make a Decision on the Draft Health Law (RUU) on Tuesday (11/7) afternoon.

"It is true, the agenda of the Plenary Meeting of the Health Bill will be held tomorrow, in accordance with the invitations we received," said Commission IX member Saleh Daulay as quoted by ANTARA, Monday, July 10.

In accordance with the invitation letter of the Plenary Meeting numbered B/288/PW.11.01/7/2023 signed by the Head of the DPR Trial Bureau Arini Mijayanti, the Plenary Health Bill was held in the plenary meeting room of the Nusantara II building of the DPR, Jakarta, at 12.30 WIB.

The meeting agenda is filled with level II talks or decision-making on the Health Bill.

Confirmed separately, the Head of the Communication and Public Service Bureau of the Indonesian Ministry of Health (Kemenkes) Siti Nadia Tarmizi scheduled the presence of the Indonesian Minister of Health Budi Gunadi Sadikin at the Plenary Meeting.

"The Minister of Health is present. Meanwhile, he has only been confirmed to be present other than other officials within the scope of the Indonesian Ministry of Health," he said.

The Plenary Agenda of the Health Bill will also be marked by demonstrations by health workers from five professional organizations, namely the Indonesian Doctors Association, the Indonesian National Nurses Association, the Indonesian Midwives Association, the Indonesian Pharmacists Association, and the Indonesian Dental Doctors Association.

"In connection with the signing of the Health Bill (Omnibus Law) on July 11, 2023 at the DPR RI Plenary Meeting, the five Professional Organizations coordinated by PPNI will carry out Actions to Save Indonesian People's Health," said an excerpt from the invitation submitted by IDI to the media.

Responding to a petition against the Health Bill by the Professor's Forum to the President and DPR, Health Ministry Spokesperson Mohammad Syahril said all of these allegations were not based on facts.

"The politician did not read and did not tabayun look for the real facts regarding the Health Bill," he said.

There are three main points to the petition for rejection of the Health Bill, namely discussions that are not transparent, mandatory spending on health, and related to health transformation in the field of biotechnology services.

Member of Commission IX of the House of Representatives, Netty Prasetiyani Heryawan, confirmed that there would be no changes in the draft bill after it was agreed in the first level discussion.

"The position remains as when discussed in Commission IX," he said.

In February 2023, the Health Bill was included in the priority national legislation program (Prolegnas) of the DPR RI. On March 7, 2023, the DPR RI submitted this bill to President Joko Widodo.

On March 9, 2023, the President appointed the Indonesian Ministry of Health and the relevant ministries/agencies (K/L) to compile a list of Problem Inventory (DIM) from the government.

The discourse on the emergence of the Health Bill has been circulating since the end of 2022. But many consider the process of drafting a bill to tend to be rushed and minimal involvement of civil society.

Responding to public records and criticisms, the Indonesian Ministry of Health held a public hearing and socialization on March 13-31, 2023.

The socialization is aimed at professional organizations, civil society, and other related groups.

Since the DIM of the Health Bill was included in the discussion of Commission IX of the DPR RI, Wednesday (5/4), as many as seven of the nine factions in Commission IX of the DPR have approved the Health Bill to be continued in the ratification process at the Plenary Meeting level.
