JAKARTA - The Kremlin authorities said President Vladimir Putin's speech which was broadcast on Monday on several Russian radio stations, in areas bordering Ukraine were hoaxes and were the result of the hack, several Russian news agencies reported.

The state-owned news agency RIA said a number of radio stations had broadcast the fake speech.

"All these messages are really hoaxes," Kremlin spokesman Dmitry Peskov said.

Russia's independent media reported that the announcement had notified residents of the Rostov, Belgorod and Voronezh regions, all of which borders Ukraine, that Kyiv forces had crossed the border with Russia.

They cited incorrect statements that martial law had been declared in border areas and national military mobilization had begun for Russia's war with Ukraine. And, residents had to evacuate further to Russia.

Kyiv denies sending troops to Russian territory, saying the sporadic ground attacks that have occurred in the past three months, in which Moscow blames Ukraine, is the work of Russian partisans.

Separately, in a statement posted on Telegram, the local government of Voronezh confirmed the hack had taken place, saying that local radio stations were under the control of law enforcement agencies and local authorities.
