Head of the DKI Jakarta Environmental Agency, Asep Kuswanto, said that the DKI Provincial Government canceled the plan to build the Sunter Intermediate Treatment Facility (ITF) this year.
In fact, the DKI Provincial Government has allocated a regional capital participation budget (PMD) of IDR 577 billion as the initial capital for the construction of waste processing facilities that produce electricity in the 2023 APBD.
However, DKI still has to build a waste processing facility that can reduce the tonnage of waste that enters the Bantargebang TPST, which currently has almost full capacity.
Therefore, Asep said that his party would focus more on the construction of the Refuse Derived Fuel (RDF) Plant and lanfdill mining as an alternative. RDF Plant is a waste processing facility that produces coal equivalent energy.
"It was decided to RDF rather than ITF. Indeed, the DKI Provincial Government will switch its development plan (from ITF) to RDF," Asep told reporters, Friday, April 28.
In fact, the idea of ITF development has been initiated since the era of Fauzi Bowo, still serving as Governor of DKI. The realization continues to be delayed, the target of rebuilding is delayed.
However, ITF investors Sunter withdrew from this project. Rework is delayed. The reason is that the DKI Provincial Government does not have enough capital to meet the procurement of Sunter ITF development which costs IDR 5.2 trillion.
In the preparation of the 2023 APBD, the DKI Provincial Government has still assigned Jakpro to look for investor partners, by injecting its initial capital. However, until now the search for investors has not been obtained.
"Indeed, what PMD has given is for the Sunter ITF. But until now, the process of selecting his new partner by Jakpro has not yet been implemented. So, the process of selecting his partner which is currently being carried out by Jakpro for the Sunter ITF means that it must be postponed or maybe even canceled," said Asep.
Thus, the DKI Provincial Government decided to build RDF Plant because the capital was not as big as ITF. Currently, there is the DKI Provincial Government's first RDF Plant located in Bantargebang, Bekasi with a construction value of IDR 1 trillion.
The plan is that DKI will build a second RDF Plant in the Rorotan area, North Jakarta, with development costs that are not much different from the RDF Plant in Bantargebang.
"Finally, the DKI Provincial Government is trying to develop RDF in other locations. God willing, if there are no obstacles, it is in Rorotan, the land has the Parks and Urban Forest Service. There is a fairly large area and can be used for RDF," he added.
