Witness Unloading Consortium Problems Package 3 BTS 4G Kominfo, Detention Of Payments Until Not Fully Accepting
JAKARTA - Account Director of Integrated Account Department of PT Huawei Tech Investment, Mukti Ali said that his company was forced to approve a supervision contract by PT Aplikanusa Lintaarta in the 4G Kominfo Base Transceiver Station (BTS) project.
He made this statement when testifying for the accused President Director of PT Mora Telematika Indonesia Galumbang Menak Simanjuntak at the trial of the alleged corruption case of BTS 4G Kominfo.
"After we agreed to a contract with Lintakarta for supervision, they just released the payment to Huawei, before we agreed, they detained all payments," Mukti said during a trial at the Corruption Court at the Central Jakarta District Court, Monday, October 23.
According to him, PT Aplikanusa Lintaarta through the Director of Commerce/Commercials, Alfi Asman, asked Huawei to agree to the contract. In fact, previously there had been no discussion of this matter.
"Lintasarta as the head of the consortium withheld payments to us of around 200 billion," he said.
Regarding the calculation between PT Huawei Tech Investment and PT Aplikanusa Lintasarta, Mukti did not know about it. This is because the discussion was carried out by the finance team of the two companies.
So far, what is known based on the report is only about the agreement for a supervisory contract worth Rp33 billion with the signing of a side letter between Lintaarta and Huawei.
"I don't know because the ones who held the discussion were the Huawei team and the Lintakarta team. I was not involved in the discussion," he said.

Mukti also stated that Huawei did not accept full payments from BAKTI for the work that had been done. Even though BAKTI has paid it all to Lintaarta as the leader of the package 3 partnership.
"Huawei has never billed for payment in full. We only collect according to the milestone of work through Lintakarta as the lead consortium," said Mukti.
The Lintaarta itself was explained by Mukti that it had issued bank guarantees to BAKTI on behalf of Lintaarta and Huawei. Meanwhile, PT Surya Energin Indotama (SEI) which is also included in the package 3 consortium issued its bank guarantee.
