Kampung Restorative Justice Follows Community Policing Principles, Social Sanctions Are Not Criminal

The Central Jakarta Metro Police have begun to build a restorative justice village with the spearhead of RT and RW leaders located in 8 sub-districts throughout Central Jakarta.

Central Jakarta Metro Police Chief Kombes Komarudin stated that there must be a figure from the restorative justice village, one of which is the head of the RW.

"There must be religious leaders, community leaders. Later these people will solve small problems that occur in their area," said Kombes Komarudin to VOI, Wednesday, August 2.

Kombes Komarudin explained that the concept of restorative justice village was rebuilt to restore a safe and comfortable life in the neighborhoods at the RT, RW, Kelurahan to sub-district levels.

"Later, the figures, if they find a strange resident, will immediately be reprimanded," he said.

Furthermore, Kombes Komarudin explained, the RT and RW will also be allowed to make regulations in their respective environments but must be in accordance with the agreement by local residents.

"So the main concept is not criminal sanctions and imprisonment, but social sanctions. We will build from small groups because the norms already exist in us," he explained.

According to Kombes Komarudin, the concept of community policy or community police that will be applied to the community through restorative justice village is divided into 3 parts.

"The community must become a police officer for themselves, become a police officer for the family and become a police officer for the environment. If it has been built, we are comfortable. So the sense of empathy that used to be a great strength of this nation will grow again. So, I try to bring up RW figures in the restorative justice village. Let's bring up more figures in each RW," he said.
