JAKARTA - The Ministry of Energy and Mineral Resources (ESDM) has issued the latest provisions regarding the benchmark coal price (HBA) in September 2023.

The provisions are contained in the Decree of the Minister (Kepmen) of Energy and Mineral Resources Number 290.K/MB.01/MEM.B/2023 concerning Reference Metal Mineral Prices and Reference Coal Prices for August 2023 dated September 14, 2023.

As for the provisions, the Ministry of Energy and Mineral Resources divides coal into 4 categories, including:

First, HBA in the equal value of 6,322 kcal/kg GAR, a total motion of 12.26 percent, a total sulphur of 0.66 percent, and an ash of 7.94 percent is subject to a price of 133.13 US dollars per ton or a decrease from the price in August of 179.90 US dollars per ton.

Second, for HBA I with an equal calorie value of 5,300 kcal/kg GAR, a total motion of 21.32 percent, sulphur 0.75 percent, and Ash 6.04 percent was at 89.11 US dollars from the previous month's price of 84.75 US dollars per ton.

Next, for HBA II with an equal calorie value of 4,100 kcal/kg GAR, a total motion of 35.73 percent, sulphur 0.23 percent, and Ash 3.90 percent is at 53.83 US dollars per ton from the month's price of AGustus 57.38 US dollars per ton.

Finally, for HBA III with an equal calorie value of 3,400 kcal/kg GAR, a total motion of 44.30 percent, a sulphur of 0.24 percent, and an Ash of 3.88 percent is priced at 31.82 US dollars per ton, a slight decrease from the previous month of 31.96 US dollars per ton.

The determination of the HBA formula in principle aims to obtain the HBA received by the market taking into account state revenues.

This consideration is the basis for issuing regulations related to prices based on market mechanisms.

HBA was formed from the average realization of coal selling prices two months earlier, with a proportion of 70 percent of the price realization one month earlier.

In addition, the formation of HBA was taken from 30 percent of the price realization two months earlier based on data on the realization of coal sales submitted by the Mining Business Entity at the time of fulfilling the obligation to pay coal royalties.
