Febri Diansyah Reveals 7 KPK OTT Stages: Leaders Decide Not Deputy Especially Investigators

JAKARTA - Former spokesman for the Corruption Eradication Commission (KPK) Febri Diansyah also commented on the polemic of the arrest operation (OTT) at the National SAR Agency (Basarnas). He revealed that this silent activity consisted of seven stages.

Through his thread on his Twitter account @febridiansyah, he said the first stage occurred when the arrest took place. However, there are always KPK leaders who know this activity.

"In stage one, it is still confidential. Even in the past, KPK Spokespersons sometimes did not know about the arrest activity. The leadership did not know? Until I said goodbye to the KPK, there were always leaders who knew about the OTT incident," wrote Febri, quoted on Saturday, July 29.

"Especially if someone has been taken to the KPK building or other nearest office," he continued.

Febri then explained that the arrests took place at the investigation stage. However, coordination with investigators and even prosecutors has been carried out.

After that, the process was continued with the examination of the person caught in the active action. The results are then reported to be evaluated.

"Is it true that the initial allegations of corruption or not and also whether the perpetrators are state administrators or law enforcers who are under the authority of the KPK or not. The KPK has a time limit of 24 hours since people are brought and examined," explained the advocate.

Due to this time limit, investigators must work optimally. If there is a wrongful capture, the correction must be done materially and formally.

The next stage is to convey to the public that there are arrests. The reason is to minimize parties claiming to be KPK.

Febri then said that the third stage was case title or exposure. This step is taken to determine the status of the caught party.

"Who is present at the exposure? The parties present at the exposure are complete. Starting from investigators, investigators, public prosecutors, leaders, and of course there is a public relations team or spokesperson," he said.

Investigators, continued Febri, will explain their findings complete with evidence and analysis as well as recommendations to the leaders and participants present. Here the discussion room is open to testing OTT evidence.

"The fourth stage of the KPK leadership decided whether the OTT case rose to the level of investigation and who the suspects were. The one who decided must be the leader. Not the deputy, director, let alone investigators," said Febri.

Fifth, an investigation warrant and other letters related to the investigation of alleged corruption and the examination of suspects were made and issued. Then, a press conference was held to account for the ongoing silent operation.

"The seventh stage of the suspect's detention and the return of witnesses examined previously," he said.

Febri believes that all the leaders of the anti-corruption commission should know about the silent operation carried out by their subordinates. "In fact, it is mandatory to make decisions," he said.

"That's enough, please judge yourself who must be responsible for an OTT result," concluded Febri.
